DID NOT MEET QUORUM ROLL CALL Present: 3 - Board member Nicole Schneider, Board member Angelica Santeliz and Board member Lucas Martinez-Miro Excused: 4 - Board member Eduardo Garcia, Board member Gabriella R. Chong, Board member Alexa Tapanes and Board member Isabella Gonzalez a. Roll Call and Excusal of Absences APPROVAL OF THE MINUTES a. Approval of May Meeting Minutes SUPERVISOR'S REPORT City of Coral Gables Page 1 Parks and Recreation Youth Meeting Minutes September 6, 2023 Advisory Board a. General Updates Administrative Operations Supervisor Sarah Espino began the announcement report by informing the board that the meeting did not meet the minimum attendance requirement and would be an informative meeting. For this advisory board to conduct business and make motions or votes, a quorum of four members is necessary. Sarah Espino then informed the board that six of the board members had been selected by the commissioners, leaving the board with the duty of choosing the seventh member. Sarah asked whether anybody knew of a deserving candidate for the board's seventh seat, someone who could do good and advocate on their behalf. They must submit a résumé or a paragraph describing why they want to serve on the board. Sarah offered that possible nominees send their resumes to Susan, who would then distribute them to the whole board, and that the board then assess and choose their seventh member. Administrative Operations Supervisor Sarah Espino then described the objective of the Parks and Recreation Youth Advisory Board. This board will seek policy or problem feedback from the Youth Center's various programs, activities, camps, and special events. Sarah went on to describe how a board meeting agenda works and what subjects can be discussed. If any board members would like to add business items to the board agenda, notify Susan or Sarah. She went on to remind the board members that they aren't allowed to talk about board business with one another outside of board meetings. Also, board members are required to make these meetings available to the public, which is why we have Zoom. Supervisor Carlos Pichardo began his report with updates on the CG Youth Center 2023 summer camp being over. Fall programs like soccer, flag football and volleyball are now available. Carlos Pichardo resumed his report on the soccer program and how it affected the programming with the passing of the Director of Coaching and the retirement of our long-time Recreation Specialist, as well as how himself and Yanessa are filling in between DOC and facility operations. Carlos advised the board members if they are interested in volunteering hours for volleyball, they can let him, or Yanessa Rodriguez the Youth Center Assistant Supervisor know. Carlos Pichardo brought up the Parks Pollinator Palooza - Saturday, September 23rd at 9:30 am -11:30 a.m. and Nightmare at 405 at the War Memorial Youth Center - Tuesday, October 31st at 6:30 p.m. He advised the board members that if they need volunteer hours, they should let him know. Carlos mentioned Pickleball Fall hours. The courts are now available for both free-of-charge open play and advanced registration. To check availability, Sarah shared the playgables.com website with the board members. Carlos Pichardo proceeds with informing the board members about the advanced registration is on Monday, Wednesday, and Friday from 8 a.m. to noon and Free-of-charge open play is Tuesday and Thursday from 8 a.m. to 9 p.m. City of Coral Gables Page 2 Parks and Recreation Youth Meeting Minutes September 6, 2023 Advisory Board Sarah Espino then reminded the board members of the board's member pass policy. How they should've obtained an identification card from the City Clerk's office that can only be used at City leisure facilities during the designated term, and how they have free admission to Biltmore/Granada (Green fee only), Biltmore/ Salvadore Tennis, and the Venetian Pool. b. Special Events Cycle Day - Tour of Parks - Sunday, September 17th at 9:00 am - 1:00 pm AAC Western Roundup 2023 - Friday, September 22nd at 2:00 pm - 4:00 pm Parks Pollinator Palooza - Saturday, September 23rd at 9:30 am -11:30 am An Afternoon at the Cinema, "Cool Hand Luke" - Saturday, September 23rd at 12:00pm - 3:00 pm c. Administrative Updates Supervisor Espino mentioned that the Salvadore Dog Run ribbon cutting took place on September 2nd. The dog park is now operational. Blue Road, Toledo and Alava will see the start of the following construction park project. NEW BUSINESS a. Selection of Chair b. Selection of Vice-Chair c. Selection of Board Member at Large Due to the absence of quorum, Sarah continued to inform the board members that the Chair, Vicechair, and Board-as-a-whole will not be selected. Future board officials can be appointed by the board members among themselves. OLD BUSINESS DISCUSSION ITEMS City of Coral Gables Page 3 Parks and Recreation Youth Meeting Minutes September 6, 2023 Advisory Board Supervisor Sarah also reminded the board members that if they had a discussion item that they would want to put on the next agenda, they should notify Susan. Board member Angelica Santeliz brought to the attention of staff that she would like to alter her email address. Administrative Assistant Susan Lainfiesta requested that Board member Angelica send her an email with the right email address. Sarah went on to announce that the 2023 Biennial Boards and Committees Ethics Training will take place on September 29, 2023, from 9:00 a.m. to 12:00 p.m., at the Public Safety Building, 2151 Salzedo Street CMR A&B Coral Gables, FL 33134. All Board and Committee members must attend this meeting. Carlos pointed out that this youth advisory board should be excused because they are in school. Board member Lucas Martinez-Miro mentioned the Florida League of Cities Annual Conference that took place sometime in August. He wanted to know if we would send out the Youth Advisory Board to future conferences. Sarah responded that we would reach out to the City Clerk's office for further inquiries. A copy of the Ordinance is available in the Office of the City Clerk, City Hall. Any person, or persons, wishing to appeal any decision made by the City Commission with respect to any matter considered at this meeting or hearing, will require a verbatim record of the proceeding upon which the appeal is based.
