In addition, a dedicated phone line will be available so that any individual who does not wish (or is unable) to use Zoom may listen to and participate in the meeting by dialing: 305-461-6769 Meeting ID: 884 81493942. City of Coral Gables Page 1 Property Advisory Board Meeting Minutes September 20, 2023 CALL TO ORDER The September 20th, 2023, Property Advisory Board was called to order by Board Member Alberto "Papo" Manrara at 9:50 AM. ROLL CALL The roll call was taken with Board Members Zoller, Moreno, and Manrara present. Discussion began without a quorum, but Chairperson Lowell and Board Member Mazzi-Anderhub joined later. Once the Board has quorum. The Board excused Board Members Nicholas and Maderal for their absences. 1 WELCOME REMARKS (Facilitated by Chairperson Jack Lowell) Chairperson Lowell welcomed the Board . 2 PROPERTY ADVISORY BOARD MEMBER APPOINTMENT / INTRODUCTIONS Chairperson Lowell asked the Board to introduce themselves. Each member proceeded to give a brief bio as they went around the room. 3 ELECTION OF NEW BOARD CHAIRPERSON AND VICE-CHAIRPERSON The Board conducted elections for the Chairperson and Vice Chairperson. Board Member Manrara motioned to re-elect Chairperson Lowell, and Board Member Mazzi-Anderhub seconded the motion. The motion passed unanimously. Chairperson Lowell motioned to elect Board Member Manrara as Vice Chairperson, and Board Member Moreno seconded the motion. The motion passed unanimously. 4 APPROVAL OF THE MINUTES Board Member Mazzi-Anderhub moved to approve the minutes for June 2023. Vice Chairperson Manrara seconded the motion, which was unanimously passed. 5 PARKING DIRECTOR KEVIN KINNEY City of Coral Gables Page 2 Property Advisory Board Meeting Minutes September 20, 2023 Director Kinney opened his presentation by updating the Board on the Minorca Garage (254 Minorca Ave), built to service the North Ponce area. Once complete, the Minorca Garage will be the City's first Garage north of Alhambra Circle. Director Kinney stated that the Central Business District was setting record numbers regarding the number of people parking, further saying that the only area the parking department has not seen improvements is around Alhambra due to the office building occupancy in the room having not yet recovered to 2019 numbers. Director Kinney stated that the city is in the process of upgrading City facilities, saying that the two garages on Aragon Ave are fifteen / twenty years old and are at the age where they need to be updated. Director Kinney informed the board that the City is working on redeveloping the City's first parking garage, Garage 1 (245 Andalusia Ave), which was built in 1960. The proposed Mobility Hub is a concept that will serve the City for the next fifty to sixty years. Director Kinney informed the board of some design features the Garage will have as the plan has not been finalized. He mentioned that while the location is attractive, the existing Garage is not a popular place for people to park their vehicles due to its dimly lit corners. The Garage was designed to accommodate vehicles, not people, and it is not a welcoming environment for individuals, particularly those with disabilities, as the hard stone surface can be difficult for those with mobility challenges to navigate. Board Member Zoller asked about the plans for the proposed Garage and whether it would be converted into residential or office space. Director Kinney assured the board that design features were chosen with potential future conversions. Chairperson Lowell then asked about the availability of electrical and plumbing systems for possible modifications. Director Kinney explained that the rooftop would be used as park space and would require electrical and plumbing systems to be installed for the entire building. Board Member Zoller inquired about the percentage of electric vehicle charging spaces the proposed Garage will have. Director Kinney replied that the entire second floor will be equipped for electric vehicle charging spaces and that the third floor can be converted if needed. Board Member Mazzei-Anderhub inquired if the current garages with EV charging stations are equipped with generators. Director Kinney replied that the City's two oldest garages are not on generators but that every garage built after 1998 is equipped with a generator. City of Coral Gables Page 3 Property Advisory Board Meeting Minutes September 20, 2023 Chairperson Lowell inquired about the lease. Director Kinney stated that his department issues most are on a month-to-month basis. Director Kinney informed the Board of long-term parking at City garages, which will require Commission approval. Director Kinney informed the board of the City's effort to improve infrastructure, stating that parking revenue supports infrastructure, like our new trolley depot and Police and Fire Headquarters. Board Member Moreno inquired about the Trolley System. Director Kinney stated that the City's Trolley currently transports 1 million people annually. The City is working on expanding southbound to South Miami and the Riviera Neighborhood. Director Kinney stated that passengers could get on a trolley every eight to ten minutes. Board Member Mazzi-Anderhub requested clarification on the term "Hub". They inquired whether the Trolley would stop at the proposed Garage on Andalusia. Director Kinney responded by stating that the Trolley stop on the corner of Andulusia will be the designated stop for the City. Additionally, the City will be exploring other options for alternative transportation methods. 6 UNSOLICITED/PROPOSALS BIDS Staff Liaison Sardinas shared that the City has not received any unsolicited proposals or bids. However, this agenda item is included because at times, the City receives unsolicited business proposals to buy, sell or lease properties within the City. 7 ASSET MANAGEMENT REPORT Board Member Mazzei-Anderhub observed some discrepancies with the Rent Report, which the Staff Liaison Sardinas will address. 23-6120 Presentation- Property Advisory Board- Term 2023-2025 Attachments: PAB-Board Presentation 2023-2025 Terms Final 08.09.23 Board Liaison Sardinas presented, which reviewed the Board's mission, members, and the City's properties. The Board discussed items in the presentation. 8 OPEN DISCUSSION/ OTHER BUSINESS/ BOARD MEMBER ITEMS 9 ADJOURNMENT The Property Advisory Board Meeting was adjourned at 10:13 AM.
