Property Advisory Board Meeting Minutes December 13, 2023
The Property Advisory Board will be holding its Regular Meeting on Wednesday
December 13,
2023, commencing at 8:30 a.m. Members of the public may participate in person but
are also
able to participate via the Zoom platform. Members of the public may join the meeting
via Zoom
at https://us06web.zoom.us/j/88481493942). In addition, a dedicated phone line will be
available
so that any individual who does not wish (or is unable) to use Zoom may listen to and
participate in the meeting by dialing:

CALL TO ORDER
The Meeting was called to order with out a quorum. Quorum was reached at 8:40
AM.
ROLL CALL
Chairperson Lowell, Board Member Mazzei Anderhub, Nicolas, and Moreno were
present for the Board.

During a meeting, Chairperson Lowell asked about the rent amount reflected on
Sra. Martinez's account. Board Liaison Sardinas explained that the amount
reflected on the account was not rent but expenses such as property taxes,
water, and sewer charges from August 2023 through November 2023. Chairperson
Lowell then asked when Sra. Martinez's rent abatement would end. Ms. Sardinas
replied that the rent abatement was for two years and would end in February
2024. She clarified that Sra. Martinez at 2325 Galiano St. were not behind on
payment but had recently been billed for expenses by the City.
Ms. Sardinas mentioned that she is in contact with the Sra Martinez team and
meets with them monthly. Board Member Moreno asked if the City assists City
tenants with the permitting process. Ms. Sardinas stated that she does assist with
issues that may arise with the permitting process. She also noted that there had
been only a few issues during the build-out, and they had a problem obtaining a
mechanical permit, which she assisted with.
Ms. Sardinas also informed the Board that she is working with the Finance
Department to automate the rent report and rework the common area
maintenance expense. Board Member Mazzei-Anderhub inquired about the
method of determining whether the expenses are projected and charged in
advance or based on actual expenses and paid in a lump sum at the end of the
year. Ms. Sardinas stated that the tenants are being charged a fixed amount
based on certain factors. She also believes that some charges need to be
captured, like capital improvement projects made by the City.
Board Member Mazzei-Anderhub informed staff of some inconsistencies with the
rent report, including the automatic renewal of cell phone towers and inquiries
on the renewal of Ben and Guiles (290 Miracle Mile). Ms. Sardinas explained that
the renewal process is different as the space is meant to be a pop-up. She added
that she and the City Manager have to meet to discuss renewal negotiations.
Board Member Mazzei-Anderhub further inquired about Fritz & Franz, to which
Ms. Sardinas read a statement she made at the January 23, 2024, Commission
Meeting during Item F.-5. Ms. Sardinas explained to the Board the RFP process.

Board Member Nicholas inquired on whether the City has a soccer program and
staff advise him that the Youth Center has a soccer program and that he should
reach out to them for information.
Board Member Mazzei-Anderhub inquire on Le Parc Cafe which Ms. Sardinas
stated that the City agreed with a concessionaire for a 90 day agreement with a
90 day extension.

NOTE
Any person who acts as a lobbyist pursuant to the City of Coral Gables Ordinance No .
2006-11, must register with the City Clerk, prior to engaging in lobbying activities before
city staff, boards, committees and/or the City Commission. A copy of the Ordinance is
available in the Office of the City Clerk, City Hall.
Any person, or persons, wishing to appeal any decision made by the City Commission
with respect to any matter considered at this meeting or hearing, will require a verbatim
record of the proceeding upon which the appeal is based. Interested persons should,
therefore, take the necessary steps to ensure that a verbatim record of the proceedings
is made which contains the testimony and evidence upon which the appeal is based.
Any person making impertinent or slanderous remarks or who become boisterous while
addressing the Commission, shall be barred from further audience before the
Commission by the Chair, unless permission to continue or again address the
Commission is granted by the majority vote of the Commission Members present .
Clapping, applauding, heckling or verbal outbursts or any remarks in support or
opposition to a speaker shall be prohibited. Signs or placards shall not be permitted in
Commission Chambers.
Any person with a disability requiring communication assistance (such as a sign
language interpreter or other auxiliary aide or service) in order to attend or participate in
