City of Coral Gables Page 1 Property Advisory Board Meeting Minutes March 13, 2024 CALL TO ORDER ROLL CALL Chairperson Lowell, Vice Chairperson Manrara, and Board Member Mazzei Anderhub were present at the time of roll call. Board Members Maderal and Zoller were late to the meeting. APPROVAL OF THE MINUTES Board Member UNSOLICITED PROPOSALS/BIDS Liaison Zeida Sardinas informed the Board of an unsolicited proposal received by the City, for the construction of pickleball courts on the roof of Parking Garage 4 (2450 Salzedo St. ). Ms. Sardinas explained and showed the Board Community Recreation's presentation of a similar item to the City Commission regarding the conversion of the rooftop of Parking Garage 4 to pickleball courts. Ms. Sardinas further informed the proposal comes out of an effort for the City Commission to add additional pickleball courts to satisfy a need in the community. The Board discussed the proposal stating that they do not like the idea of losing the parking spaces and the revenue tied to it in the middle of miracle mile. The Board further stated that they did not like the idea of encumbering the City for a term of 20 years from developing the site if the City were to proceed with the proposal. 24-7332 Diadem - Pickleball Facility Proposal Attachments: Diadem - Pickleball Facility - Proposal ASSET MANAGEMENT REPORT Rent Report City of Coral Gables Page 2 Property Advisory Board Meeting Minutes March 13, 2024 Staff Liaison Sardinas updated the Board on several tenent on the rent report. Francesco's (278 Miracle Mile) had a delay in paying their February rent due to a billing issue caused by the City's billing system. However, the confusion will be resolved within the week. Francesco's expected opening date is in the first week of April. The City Commission agreed to renew Ben & Giules' (290 Miracle Mile) lease for one year and increase their rent to $3,500. Ms. Sardinas and the City Attorney's office discussed Plumer Management's (5915 Ponce de Leon) lease of 11 parking spaces, which will end in May 2024. The City Attorney's office will contact Plumer Management's attorneys to discuss an alternative instrument for the parking spaces, perhaps a monthly parking pass. Board Member Mazzei Anderhub provided some historical context on the creation of the folio for the parking spaces, stating that the City retained that space to provide an entry point to the alley. The City Attorney is reviewing the amendment to the Fritz and Franz (60 Merrick Way) lease for $50 per square foot. Afterward, it will be reviewed by Fritz and Franz's attorney. The Interim City Manager extended the Le Parc Cafe (997 North Greenway Drive) concession agreement to May 27th, 2024. Ms. Sardinas informed the Board that the new concessionaire had extended the hours of operation, and the new menu was positively received. Additionally, the concessionaire is now assuming the operating costs that the City previously held under the prior operator. Ms. Sardinas also informed the Board that the new operator has a 30% increase from the previous operator. In February 2024, when the operator began selling beer and wine, the sales increased by 51%. Ms. Sardinas stated that there will be a meeting with all City Commission members to evaluate the future of the space. Board Member Mazzei Anderhub inquired about the future of the 30 parking spaces leased to the University of Miami (Ponce de Leon). Ms. Sardinas and the Parking Director, Kevin Kinney, have discussed this item and agreed that the parking will eventually go away, but it has yet to be. CITY-OWNED PROPERTY LIST City of Coral Gables Page 3 Property Advisory Board Meeting Minutes March 13, 2024 The Board was informed that the resolution they passed at their January meeting will be on the April 16th commission meeting. Chairperson Lowell stated that he would represent the Board at the meeting and requested a certain time. Board Member Maderal suggested that a workshop should be held to create categories for the properties and place them accordingly. This was in reference to a resolution that was being discussed. Board Member Maderal made a motion to defer the placement of the resolution on the City Commission's agenda until the Property Advisory Board could categorize the City-owned properties. Motion failed due to a lack of a second. OPEN DISCUSSION/ OTHER BUSINESS/ BOARD MEMBER ITEMS The Board has requested that the newly appointed City Manager be invited to a meeting.
