CIVIL SERVICE COMMISSION
Minutes of March 24, 2010
Present: Commission Members Eve Casserly; Johnnie Sims; and Josh
Schamberger; Police Chief Barry Bedford;
Human Resource/Risk Manager Mike Funke;
Meeting was called to order at 12:02.
Approve Agenda:
Motion by Schamberger; Second by Sims; Motion passed all ayes.
Sergeant Promotional Process:
Chief Bedford and Funke explained the thought process behind the draft of the
sergeant promotional process. Other than a few maintenance items, the process is
relatively unchanged. Commission members were asked to pay particular attention
to Section 1 Paragraph 2 referencing meeting requirements by January 1, 2011.
Motion to accept Section 1 Paragraph 2 as written the process: moved by
Schamberger; Seconded by Sims. Discussion of the eligibility requirements then
took place. Commission members liked the idea of allowing an officer to meet the
educational requirements beyond the expected appointment date but also placing
an ending date of January 1, 2011. Motion passed: All Ayes.
Sims asked if the process would require a minimum score on the written test in
order to move on to the assessment center portion of the process. Bedford and
Funke explained that as it is written, there would not be a minimum score qualifier.
Simply the top 10 scores would move on. Typically a “passing” score as suggested
by the developers of the test is 70%. It was explained that the Commission
members could change the language to include a passing score requirement or;
they could use the written scores as part of the criteria they use at the time a list to
certify is presented to them. Schamberger expressed his support for a requirement
of a passing score to move on in the process rather than waiting until certification
time.
Motion to amend the language in Section 3 Last Sentence to read: The highest
scoring candidates with a minimum comprehensive score of 70% on the written
test shall be eligible to continue in the selection process. Moved by Schamberger
Second by Sims. Motion defeated all Nays.

Second by Sims. Motion passed all Ayes.
Schamberger asked Bedford of the two positions he is looking to appoint, are these
existing positions, new, or one of each. Bedford responded that the two positions
he has are a result of two sergeants voluntarily stepping down from their rank as
sergeant.
Other Business:
Schamberger commented that he is finishing up his Citizen’s Police Academy
session and has found it not only fun by very informative. He highly encourages
participation to those who have not yet been through it.
