CIVIL SERVICE COMMISSION Minutes of May 14, 2010 Present: Commission Members Eve Casserly; Johnnie Sims; and Josh Schamberger; Police Chief Barry Bedford; Human Resource/Risk Manager Mike Funke; Meeting was called to order at 12:04. Approve Agenda: Motion by Schamberger; Second by Sims; Motion passed all ayes. Approve Minutes of March 24, 2010: Motion by Schamberger; Second by Sims; Motion passed all ayes. Sergeant Promotional Process: Mike Funke presented the results of the written examination and the assessment center to the Civil Service Commission. Chief Bedford reported the Jeff Cayler, Chief of the Carroll Police Department led the assessment center. The Police Chief of Knoxville Dan Losada and the Police Chief of Oelwein, Jeremy Logan, along with Cayler scored the candidates. Bedford summarized the four components of the assessment center. Schamberger asked if there was surprise in the three failed written examinations. Bedford and Funke explained that the exam was certainly passable and that each candidate missed questions that they should have known, and do know, it is just that they “read too much” into the question. Schamberger was still positive the commission was correct in setting the passing score minimum. Casserly asked about the low placement and score of Officer Sutton. Funke responded that the comments received from the three assessors were all in agreement that Officer Sutton would not be promotable if he were a member of their departments based upon his performance in the assessment center. Sims felt confident in the scoring presented to the Civil Service Commission and Schamberger believed also that it was sound data to make a recommendation. Motion by Schamberger to create a certified sergeant promotion list in rank order, one through six of the assessment center scores with the removal of Officer Sutton from consideration. Sims second.
