CIVIL SERVICE COMMISSION Minutes of March 24, 2017 Present: Commission Members Eve Casserly; Josh Schamberger; and Lauren Merritt; Human Resource/Risk Manager Mike Funke; Police Chief Shane Kron Meeting was called to order at 1:20 PM. Approve Agenda: Motion by Merritt; Second by Schamberger; Motion passed all ayes. Approve Minutes of March 10, 2017: Motion by Schamberger; Second by Merritt; Motion passed all ayes. Approve Lieutenant Promotional List Funke presented the Lieutenant Promotional List to the Civil Service Commission. Only one Sergeant, William Clarahan put in for the promotion. The internal city staff panel consisted of Funke; Assistant City Administrator Ellen Habel; and Building & Zoning Official Jim Kessler. Out of 150 total points, Bill scored 121. The Law Enforcement Leaders panel consisted of Captain Kramer, JCSO; Captain Bill Campbell, ICPD; and Captain Bullock UIPD. Out of 150 total points Bill scored 141. Bill’s final weighted score (60% Law Enforcement; 40% City Staff) came to be 133. Neither of the two panels had any concerns nor question that Sgt. Clarahan would make a good Lieutenant. Motion by Schamberger; Second by Merritt; Motion passed all ayes. Police Officer Selection Process Funke presented the Police Officer selection process to the Commission with a timeline of target dates for the selections process. He indicated that the Commission may be needed to meet in late May early June to certify a list of police officer candidates. Motion by Merritt; Second by Schamberger; Motion passed all ayes.
