CIVIL SERVICE COMMISSION Minutes of December 4, 2019 Present: Commission Members Eve Casserly; Josh Schamberger; and Lauren Merritt; Human Resource/Risk Manager Mike Funke; Police Chief Shane Kron. Meeting was called to order at 12:03 PM. Approve Agenda: Motion by Merritt; Second by Schamberger; Motion passed all ayes. Approve Minutes of March 25, 2019 meeting Motion by Schamberger; Second by Merritt; Motion passed all ayes. Discussion and consider approval of lowering the minimum age requirement Funke and Chief Kron asked the committee to consider lowering the minimum age from the current age 21. Funke reminded the committee that currently you can be on the hiring list under age 21 as long as you turn the age of 21 by the time the list is expired. The committee was receptive to age 20 and did motion to approve lowering the minimum age requirement to age 20. Motion by Schamberger; Second by Merritt; Motion passed all ayes. Discussion and consider approval of the Police Officer Hiring process Funke and Chief Kron asked the committee to consider reducing the length of time the certified list is active from two years down to 1 year. We would rather take the time and test each year if need be and select a top candidate than to possibly be “stuck” with a less quality candidate 24 months from now. Funke and Kron also indicated they would like to test with the Johnson County Sheriff’s Office in hopes of attracting more candidates by offering testing for two agencies on the same day. In a further attempt to get more applicants, the Police Officers will be carrying “post cards” to hand out to contacts they make in the public advertising our testing process. Chief Kron has reached out to the University of Iowa athletic department to spread the word among their athletes and contacts. Motion by Merritt; Second by Schamberger; Motion passed all ayes. Other Business Chief Kron reported that he has given an accommodation to Officer Meleah Droll for her performance by responding to a call of a woman threatening harm to herself and possible others at Wal-Mart. Officer Droll laid on the bathroom floor for multiple hours convincing the woman to surrender. Motion to Adjourn Motion by Schamberger; Second by Merritt; Motion passed all ayes.
