Coralville Parks and Recreation Commission Meeting Minutes
January 27, 2014
Call to Order Commission Vice Chairperson Eve Casserly called the meeting to order at 7:07 p.m. Present
were Commission Members Marti Mount, Alex Taylor, and David Thayer, Council Member Laurie
Goodrich, Recreation Supervisor Beth Downing, Parks and Building Maintenance Superintendent Scott
Coberly, and Parks and Recreation Director Sherri Proud.
Citizen Comments None
Approval of Minutes Commission Member Thayer made the motion to approve the meeting minutes from
December 16, 2013; Commission Member Mount seconded the motion; unanimous approval.
Budget Parks and Building Maintenance Superintendent Coberly and Parks and Recreation Director Proud
reviewed the Parks, Forestry, and Building and Maintenance budgets; the budget highlights included:
Parks Budget
role of marking land prior to and inspecting for repair and damages associated with adjacent park land
construction; provisions and payments with escrow accounts
grading and preparations, compost and soil additions earmarked for community gardens
flood mitigation activities across the City
support monies for the Eagle Scout Projects
continuation of Phase I ADA corrections
reserve budget targeting shelter replacement costs and granite sign repairs
conservation and management for trees with impending Emerald Ash Borer
Forestry Budget
additional seasonal hours
continuing the enhancement of land around retention basins with native seeding and wildflowers
Building and Maintenance
coordination with department heads identifying needs across facilities relating to routine event
maintenance versus project maintenance
responsibility of aesthetic changes to individual department budgets which may include carpet, furniture,
windows, etc.
reserve roof replacement costs
budget program includes the monitoring services across facilities
Community Plan Update Council Member Goodrich and Parks and Recreation Director Proud briefly
revisited the Community Plan noting that it has been included on the city website. A public hearing will
th
be held at City Hall on February 5 . Proud noted that the ultimate goal is for all residents to be within a
two mile access of a community park or open space. Open spaces are denoted without a service
amenity. Proud will review policies to determine whether more specific definitions are warranted for
parks and open space.
Director’s Report Parks and Recreation Director Proud and Parks and Maintenance Superintendent
Coberly reviewed winter treatments utilized across the city. Proud revisited the planning for the
outcomes corresponding with the grant monies earmarked for Clear Creek. A partial request will target
monies available in FY 14 and monies available in FY 18. Proud has been working with MPO and
Google Maps to upload additional street views/trail views so that the need for a trail app would be moot.
Commission Mount proposed coordinating with the UI Geological Science Department to develop tools
identified. Currently, Google Maps provides interactive trail maps which can be viewed as a bicyclist or
pedestrian. Proud questioned whether one can upload and drag on a trail site.
Proud reviewed the Scanlon Master Plan with the respective contractors Snyder and Associates. A
Commission Member is requested for participating on the Master Plan Committee. Site inquires will be
obtained through open house events and surveys. Anticipated rough grade plan to be conducted yet
this summer. Consideration of incorporating water flow in a pond with a four season shelter,
playground, and parking.
Council Report Council Member Goodrich reported that Council will begin reviewing budgets. One of
the considerations of the Council will be to consider the planning necessary for a two year projection
which would include senior needs and interests.
Commission Comments
Commission Member Eve Casserly Casserly shared that the Linn Street Band has relocated to West
Music in Coralville. The group accepts members over the age of fifty and is a spin off of New Horizons.
Commission Member Marti Mount Mount inquired about the interest expressed in the new
commission associated with the City of Coralville of Performing Arts. Proud reported that conversations
have occurred with community members and applications are due in mid February. A newspaper article
is to be featured regarding the new structure.
Commission Member Alex Taylor Taylor expressed that he is glad to be on the Commission.
Commission Member David Thayer No additional comments.
Parks and Recreation Director Proud encouraged Commission Members to consider locations to visit during the
upcoming months.
Adjournment Commission Member Thayer moved to adjourn at 8:23 p.m.; Commission Member Mount
seconded the motion; unanimous approval.
