Parks and Recreation Commission Meeting Minutes
July 20, 2015
Call Meeting to Order: Commission Vice Chairperson Casserly called the meeting to order at
7:04 p.m. Commission Members Marti Mount and Alec Taylor, Council Member Laurie
Goodrich, and Parks and Recreation Director Sherri Proud were in attendance.
Citizen comments No citizen comments.
Approval of minutes Commission Member Taylor made the motion to approve the
meeting minutes from June 2015. Commission Member Mount seconded the motion;
unanimous approval.
Review of Headstone Ordinance for Section 7 of Oak Hill Cemetery
Ordinance No. 2001-931 – an ordinance amending Chapter 115 of the Coralville Code of
Ordinances, 1992, (as previously amended), regarding the types of monuments in Oak Hills
Cemetery – passed and approved March 27, 2001.
Parks and Recreation Director Proud shared that she had received a patron questioning the
reasons which were established as part of the ordinance for the order of flat headstones in the
front section of the cemetery adjacent to First Avenue. Commission Members discussed the
challenges which are addressed with tombstone markers, maintenance, and décor flower, iron
crafts, and memorabilia. Commission Members discussed the impact of changing an
ordinance. Commission Member Mount made the motion to uphold the Ordinance as written.
Commission Member Taylor seconded the motion; unanimous approval.
RAGBRAI Proud provided an overview of the committees, chairpersons, and proposed
amenities and with the “Roll Out the Red Carpet” festivities to welcome over the over 25,000
people which will be expected on Friday and Saturday. Funds from RAGBRAI will benefit the
Coralville schools, Coralville Community Fund, and the Veteran’s Memorial. Proud also
announced that in September, a thank you party for the volunteers will be held in conjunction
with the reopening of the 5th Street.
Council Report Council Member Goodrich shared that the 12th Avenue and Holiday Road
mini roundabout has been completed. Given the recent opening, feedback has not yet been
received. Highway 965 road work will be completed next month.
Director Report Parks and Recreation Director Proud reviewed the varied departments
and related activities within the mid-summer season. Proud shared that she is responding to a
patron comment specific to broad leaf spraying along the trails. Proud noted that the decision
between not spraying and spraying. The spraying ultimately is beneficial to prevent the results
of grass being killed off and then causing erosion over the trails.
Proud also reviewed the recurrent issues specific to the Before and After School licensure and
accreditation. For a city service, the question of customer service conflicts with the
programming guidelines following customer service, staff ratios during situational services such
as early dismissals due to heat, etc. The conflict also result from philosophical targets related to
social and recreational leisure services compared to child care services. In addition, issues
specific to childcare assistance and formula for bathroom access and immediate location
continue to be reviewed. As part of the 28E Agreement, a review of the 700.00 Policies
investment related to fencing will also be reviewed with a concern for access to playgrounds
that the City has helped fund at Coralville schools.

held in August as in accordance with the By-Laws.
Commission Member Casserly will be absent in September due to Beijing travels.
