Coralville Parks and Recreation Commission Meeting Minutes December 19, 2016 Call to Order Commission Chairperson Fred Fevold called the meeting to order at 7:02 p.m. Present were Commission Members Eve Casserly, Alex Taylor and David Thayer, Council Member Laurie Goodrich, Parks Superintendent Alex Buhmeyer, and Parks and Recreation Director Sherri Proud. Commission Comments There was not a quorum for the November Commission meeting so no official business was conducted. Commission Member Thayer apologized for his absence. Parks and Recreation Director Proud reviewed the 2017 meeting dates for Coralville Parks and Recreation Commission. Please note that as documented in the by-laws, there will be two months which there are no meetings during the upcoming year. Approval of Minutes Commission Member Taylor made the motion to approve the meeting minutes from October 17, 2016. Commission Member Casserly seconded the motion; unanimous approval. Review of Parks and Recreation Budget Requests FY18 Parks and Recreation Director Proud shared the FY 18 budget document via screen projection and provided hard copies of the reformatted documents reflecting the individual departments. Proud noted that a small request percent total was noted for FY 18 of only .4% over all parks and recreation divisions. Aqua Center  Additional costs noted include the replacements of lifeguard chairs and guest chairs (current original chairs from 2004) was included in the operating ask.  The following requests are on a list of CIP consideration.  Restoration and painting of the slide tower  Consideration for locker options Indoor Pool  Caulking and painting basin project will occur approximately seven weeks to be conducted July 4th - fall semester of swim team season and a 10 cent increase in employee wages to remain competitive with corridor wages  is included in operating and reserve budget.  The following requests are on a list of CIP consideration.  Consideration of water blasting the ceiling prior to basin work  Update to all LED lighting Recreation  Noting revenue loss given Adventureland sales will be discontinued through the center  Increase for Recreation Associates given staffing needs to correlate with district school start of day changes and patron attendance prior to the school day  Reserve Costs – copy machine, exercise equipment, truck and mini van replacement.reserves.  Proposed sites linked with partner agency playground needs for surfacing, adult healthy living exercise options and equipment; sites considered include o Coralville Creekside Ballpark o Iowa River Landing Riverfront Park o Dovetail Recreation Area o Scanlon Farms o Adult Exercise Playground -Location yet to be determined  Replacement playgrounds include o Kiddie Korral -1994-2017 o S.T. Morrison Park – 1997-2022 o North Ridge Park – 1998-2023 o Coralville Youth Sports Park -2011-2036 North Ridge Pavilion Replacement of garbage cans and partial number of round tables Fields Proposed equipment purchase for drag behind equipment to prepare and maintain fields Showcase Determination of sustained usage or alternate purchase options for venue and related needs Current stage three years past standard usage Partnership Programs  Reserves included for van, small bus, and appliances.  Deficit in Wickham budget will be absorbed across Partnership Programs area and this program area will be able to pick up some bicycle safety education programming. Forestry  Precautionary planning and removal of Ash trees  Streetscaping of Green Ash trees along Hwy 6 (may include TIF monies)  Pursuit of DNR – Healthy Forest Grant partnership  Collaboration with Kirkwood CC Turf and Forestry Program; collaboration with West Branch High School work study program  Creation of volunteer project options with department Parks  Increase in staffing wage from $11.25 to $11.75 which brings wages closer in line with North Liberty ($11.62) and Iowa City ($12.50) per hour.  Pursuit of archery practice range and disc golf course at Altmaier Farm o May consider composting toilets instead of restrooms given no water lines within area  Pursuit of bike fix it stations which would include tools and air pumps at Harkin Trailhead  Replacement of the six table shelter in North Ridge Park.  Pursuit of tablets and software program for facility and park inspections  Streetscaping maintenance and management contract services (TIF monies)  Replacement of sidewalk plant pots and median plantings for summer and second cycle plants in the Town Center. Brown Deer Address Marriott discussions related to facility usage and revenues An overview of all the Reserve line items was provided. Wage scales and Johnson County minimum wage increases were discussed as related to securing employees and impact on the budget. Commission comments related to the presentation:  Commission Member Casserly inquired about restrooms at Altmaier Farm  Commission Member Taylor inquired about the use of ebay to sell items being replaced (i.e planting pots)  Council Member Goodrich asked about hanging plants option along the streets Council Report Council Member Goodrich encouraged members to watch and read meeting minutes from Council on website which provides links and highlights. In addition, she highlighted the following:  City Council continues to meet with IRL Developers regarding Mortensen and JLG for direction related to development of the arena regarding possible venue considerations.  Trader Joes will be located 80/First Avenue  A new restaurant on Ponsetti Way will also be located 80/First Avenue.   Upcoming street project: widening of First Avenue from 6th Street to 9th Street  Coralville recognized with a bronze level Bike Award – efforts by the City have included marking streets with sharrows, trails that are not adjacent to streets, increased bicycle parking, and more mapping information. The City will install street signs to celebrate and recognize this achievement. Director’s Report Parks and Recreation Director Proud noted holiday hours and staffing with upcoming holiday. Parks Department have noted additional increases in weekend costs due to snow removal. Commission Comments Commission Member Fred Fevold No additional comments. Commission President Alex Taylor Commission Member Taylor announced that Woofables is working on an opportunity to relocate and partner with another business to build a new production facility in the James Street area.
