Coralville Parks and Recreation Commission Meeting Minutes July 16, 2018 Call to Order Commission Chairperson Eve Casserly called the meeting to order at 7:02 p.m. Commission member Fred Fevold arrived 7:08 and resumed Chair duties. Other Commission Members present were Marti Mount, Alex Taylor and David Thayer, Council Member Jill Dodds, and Parks and Recreation Director Sherri Proud. Citizen Comments Parks and Recreation Director Proud reported that she had fielded a call regarding someone questioning why we mowed the west slope at Dovetail. This area has a large amount of Canadian thistle and a little bit of wild parsnip. It was mowed and will be sprayed later in the summer to control these invasive plants. Approval of Minutes Commission Member Thayer made the motion to approve the meeting minutes from March 19, 2018 with noted changes. Commission Member Mount seconded the motion; unanimous approval. Commission Member Taylor made the motion to approve the meeting minutes from June 16, 2018. Commission Member Thayer seconded the motion; unanimous approval. The Commission also accepted the May 21, 2018 summary (quorum was not secured). Music in the Park – Farmer’s Market - Senior Night Input Parks and Recreation Director Proud summarized the comments obtained at the previous event targeting senior citizens’ interests and needs. Proud announced that Meg Bailey McMullen has been hired as the Recreation Program Coordinator for Seniors beginning with a twenty hour per week position. Commission Members discussed the coordination between the sites across the City of Coralville, including recreational and educational facilities ranging from the recreation center to the library, Grand Living and Performance Health and Fitness to be important to best meet the needs of the population. Targeting the services across locations and the services being delivered to the population across sites is recognized as a need. Coordination with Physical Therapists has been identified to determine and support identified needs. A component will be targeting the continuum of services and the costs effectiveness respective of the services. This will promote accessibility, decrease transportation barriers, and recognize diversity. McMullen has planned inventories and surveys, securing documentation of current and needed services and events, schedule open houses and is building collaborative and liaison relationships across the city, corridor and county. McMullen is also planning to attend a aging vendor event in September hosted by the county. The greatest difficulty recognized is that everyone wants us to be what everyone wants us to be; the services need to continue what is available and yet also target the gaps which have not yet been provided. A posed consideration is to showcase senior talents and expertise, feature travel experiences, and encourage public learning communities. Parks and Recreation Department Highlights of 2017 Parks and Recreation Director Proud presented the annual report of department highlights. The publication was provided and is available for review targeting programs, events, featured locations, and facility specials. New amenities like Creekside Cross, partnerships with Liberty High School golf teams, community meals, 5th Street Social, expansion of junior high student program and Urban Mammal Research were recorded. Council Report Council Member Dodds reported on the Joint Meeting with Johnson County reps, Board of Supervisors, and School District Administration. Some of the trends which may be considered are pairing schools with a K-2 and 3-6 concept focusing on diversity and equity. Dodds noted that the preference will be to pair schools prior to boundary changes within the district. This concept will have impact on recreation and partnerships. Discussion was held about the need to clean up the trees in the Muddy Creek Bridge area; revisiting the need from action taken two years prior was noted. Directors Report Parks and Recreation Director Proud announced Brown Deer Golf Pro Sean McCarty qualified for the PGA Championship in August 2018. Features and advertisements will be upcoming during the next two months. Carpet bids for city hall and the police department were shared. This renovation project will start October 24 and conclude around Thanksgiving. Features of the upcoming 5th Street Social to be held August 11 were shared. Proceeds from adult beverage sales will be directed towards youth scholarships. Proud confirmed that the photocell lights are on throughout the night for safety. Commission Member Marti Mount No comment.  Commission Member Alex Taylor Commission Member Taylor acknowledged the positive efforts and service provided by the aquatics staff. Taylor also noted that the ISC Soccer Coach was pleased with the Youth Sports Park facilities. An additional need will be related to lighting; Proud noted that the continued parks development plans will include lighting. Commission Member David Thayer No comment. Adjournment Commission Member Taylor made the motion to adjourn at 8:19 p.m.; Commission Member Thayer seconded the motion; unanimous approval. No meeting to be held August 2018. Next meeting will be held September 2018. Projected start time will be 6 p.m. targeting a golf cart tour across the city.
