Coralville Parks and Recreation Commission Meeting Minutes April 15, 2019 Call to Order Commission Chairperson Fred Fevold called the meeting to order at 7:06 p.m. Present were Commission Members Eve Casserly, Kyle McEvilly, Alex Taylor, Council Member Jill Dodds, and Parks and Recreation Director Sherri Proud. Citizen Comments Parks and Recreation Director Proud shared that goal is to have the trail from the north end of the Iowa River Power Restaurant to E. 7th and Quarry Road back in place by late July or August. The roads and parking in the area has not yet been completed by the Lattitude development, which has to happen first so the dirt can be used that is currently stored on the site and covering the trail. Latitude has not been able to uphold their commitment to date but Administration continues to support the development at this site. Approval of Minutes Commission Member Taylor made the motion to approve the meeting minutes from March 25, 2019. Commission Member Casserly seconded the motion; unanimous approval. Site Tour The Parks and Recreation Commission began with a tour of Brown Deer Golf Club. The tour was provided by Parks and Recreation Director Sherri Proud and Golf Pro Sean McCarthy. Points on the tour included: o Use of the rip rap that was utilized to restore banks and prevent erosion along the lake. o Water bubbling effects in practice area which was repaired with tile efforts o Tree removal and replacement plan o Effects of private property owners actions on land adjacent to course and course o Capital Improvement ask for sidewalks and headwalls adjacent to course o Review of materials utilized for bridges adjacent to course o Effects of sand deposits on creek banks within the course; history of streambank stabilization with rock filled socks and gabian baskets (2005-06) o Regrade areas and maintenance of wetland areas with cat tail infestation o Cart path break and repair under trail path Council Report Council Member Dodds shared that the building season in in full force. Assistant City Administrator Ellen Habel is working on zoning and related ordinances within the city for some areas that City Council desires to keep as R-1 zoning. This will make the primary types of existing housing in certain areas compatible to the City zoning classifications. Street constructions continues on Hwy 965 and 1st Avenue. Commission discussed the Interchange 80/380 with the proposed completion in 2022. Dodds reported that Encompass Health has been approved and will begin construction behind Walgreens/Taco Bell next to the Mercy office building. Fourth Fest started with a successful fundraising basket auction. It was announced that the Fourth Fest band will be Steve Augeri, lead singer from Journey. A community open house will be held at 30Hop in mid May to discuss progress on the Arena. The IRL will soon include a new development, the Iowa River Landing Parkview, which will include senior housing and apartment condos. The Red Hawk Development , located on the west side of Coral Ridge Avenue, will include a 23 acre multifamily complex. Parks and Recreation Director Report Parks and Recreation Director Proud shared that the first landscape enhancement project is being installed at the Iowa River Landing. In Phase 2, plant materials and trees will be behind the Fuzzy Taco area on hillside and working up to the roadway area south east of Hilton Homewood Suites. There will be a total of four phases. Proud noted there has been a delay in the Hawkeye Ready Mix being taken down with Lattitude needing to transport materials through the front area of Hawkeye Ready Mix property. Design for a parking area at MA Ewalt Recreation Area will be completed in June with funding available in July if it comes in at budget. Commission discussed the walkways with the Western Hills area given the interface of the sidewalks and the dam area. Summer program registrations are filling quickly. Summer lunch programs also being met with sponsorship on 30/50 days. Community garden plots update was shared with the notation that rentals are higher for the current year.  Upcoming work days, senior programming recent and upcoming events, and recreation special events were highlighted. Past and future tours were discussed. Commission Member Alex Taylor Commission Member Taylor shared that the trails have been great; especially when they are dry! Discussion was held regarding some of the areas where water has been noted. Additional Topics Commission Member Taylor made a motion to send a card to the Altmaier family regarding Patricia’s recent passing (April 10). It would be worthy to share the Commission’s gratitude for her role and the family’s role in the land development. Commission Member Casserly seconded the motion; unanimous approval. Commission Members briefly discussed eScooters and how they may require adjustments to the policies related to trails and public areas.
