Coralville Parks and Recreation Commission Meeting Minutes
July 19, 2021
Call to Order Commission Chairperson Fred Fevold called the meeting to order at 7:04 p.m. Present were
Commission Members Kyle McEvilly, Marti Mount, and Alex Taylor, Council Liaison Jill Dodds, and Parks and
Recreation Director Sherri Proud. This meeting was held at Altmaier Family Park.

Approval of Minutes from the June 21, 2021 meeting Commission Member Taylor made a motion to accept
the minutes with the noted changes. Commission Member Mount seconded the motion; unanimous approval.
Council Liaison Report Council Member Jill Dodds gave an update about Bridgewater. Parks Superintendent
Alex Buhmeyer has been working with State IDNR Forester, Mark Vitosh on a plan for the areas where the trees were
removed on City property without obtaining a permit or submitting a plan. The developer will not be getting a permit to
proceed until they’ve produced an acceptable tree replacement plan that is signed off on my staff. Dodds extended
her thanks for Parks and Recreation staff coordinating the May 5 Coralville Clean Up Day. Staff concentrated on
trash pickup along the business streetscapes and planting trees. She also touched on the work that will be done in
September on the Town Center Ramp where cracking problems have plagued the ramp since construction. It will be
shut down for 8-9 weeks. This will affect the Coralville Center for the Performing Arts and the Coralville Public
Library. Staff will work with the Parking Department to provide up to date information to users.
Director Report Parks and Recreation Director Proud told the Commission that Scott Prochaska had resigned
from his position as Recreation Superintendent effective July 16. The position will be posted in August for in house
candidates. There are several people on staff who will be qualified and encourage do apply for the position before it
would go out for a search. Aquatics Supervisor, Faron VanNostrand, is currently on medical leave and is expected to
return mid-late September. Work will begin in August on the observation plaza at Creekside Cross and Flow trails.
Staff will erect the shelter themselves mid to late fall. There is no regularly schedule meeting in August.
Tour of Altmaier Family Park Parks and Recreation Director Proud took the Commission on a tour of Altmaier Family
Park. Areas toured and discussed were the Archery Range, the changes of holes 3 & 4 to move them farther away
from the Archery Range, the prairie grow in on the upper holes, the sustainable path made on the east side to access
hole 7 rather than building stairs, and the future accessibility path needed to the archery range. Proud also discussed
the need for netting to be added behind the archery range targets due to the number of trees lost during derecho and
that affect on losing protection for hole #1. Staff will monitor the interface of hole #1 for disc golf and the archery
range to determine if further protections are needed or if hole #1 should be moved farther west on the top side. The
Commission also toured the barnyard area where a new roof has been put on the pig barn and permanent bag
stations have been installed. Next steps for the Altmaier Family Park is to begin restoring the large barn into a usable
structure for the park.
Commission Comments
Commission Member Fred Fevold Fevold asked if the Community Cat ordinance that has been proposed
for the feeding of feral cats would be feeding the cats on public property, in particular on park land where long grass
and short grass prairie areas are located. He asked if the DNR had been consulted to inquire as to the impact on
pheasants, grouse, quail, and other ground fowl.
