Parks and Recreation Commission Notes from the December 19, 2022 Regular Meeting In attendance: Members, Fred Fevold, Marti Mount, Mackensie Graham, Staff Member, Sherri Proud. Citizen Comments: None Minutes were approved from the November 21, 2022 meeting. Review of the following budgets for the FY24 budget year: Brown Deer Golf Club -Wage for seasonal staff, increase same as parks request – up 50 cents per hour. -Remove Golf Course Manager and move money to request for Assistant Golf Course Coordinator. Wage is comparable to the hourly wage set up for Golf Course Manager but sets position as year round and the contract would be set up as a limited employee agreement same as other “full time” staff at Brown Deer. This allows for staff to have bonuses based on playability and recruitment to course and allows for other incentives common the golf industry that would not be allowed as a government employee. This position would help with tree wrok in winter, help tear down and rebuild all equipment, and would help clear snow, which Brown Deer has taken an expanded role on the trails near Brown Deer since FY21 budget cuts. Notes for Revenue -Supply and demand is allowing for Brown Deer to increase rates. Currently our 18 hole rate is only $4 more per 18 hole round than Hi-Point is charging. It would improve course conditions if we charge more and had a few less rounds. Currently the course is averaging just under 32,200 in rounds. -Staff proposes to move rates on Friday to same as what is charged for weekends. -We’re scheduling 35-40 outings per season which has helped increase number of rounds overall but typically lowers food and beverage side of income about $10,000-$15,000. Notes for Expenses -Carts – batteries are going out on the carts which continues to be a problem with Yamaha carts. Lease is for 5 years, batteries last for about four years. Quote for replacing batteries in all 62 carts is $92,000. Staff is working on a lease extension agreement. Yamaha puts new batteries in, fixes tow switches and F/R switches, touches up bodies. City extends lease 2 or 3 years – they are getting back to staff on cost. Anticipate a 15% increase in cost for golf cart lease for FY24. Golf carts will likely be the biggest wild card in budget process. -New cart fleet will need to be ordered 15-16 months in advance if we choose to replace carts in FY25.  -Cost of golf balls have increased dramatically. Staff have to work hard to keep in stock. This year course spent $51,000 on golf balls for resale. Aquatics Coralville Community Aquatic Center -Staff asking to increase wages 25 to 50 cents depending on position. We continue to lose guards and pool managers to Iowa City who’s paying $1.50 more in hourly wage for guards, and $2.00 more an hour in hourly wages for pool managers. -Staff continues to work on repairs and maintenance items. In 2022, several aesthetic projects were accomplished. In 2023, staff will be working on behind the scenes replacements such as strainer baskets, pumps, and disinfection systems. -Biggest anticipated upcoming expense is the painting of the slide tour. A recent estimate from a contractor put the project at over $110,000. Staff is looking at how we can break this project up or approach in a different manner. Indoor Pool -Wage increase request is same for indoor pool. -Staff is requesting one quarter of a new full time, shared position that would focus on lifeguard staff recruitment and retention, summer scheduling, and on facility and staff oversight every other weekend in the summer, rotating with Aquatics Supervisor. Council Member Jones reported on budget process as Council works through the City budget requests. Parks and Recreation Director shared the 2022 projects list. Beyond daily operations, this list represents projects accomplished or started in 2022. Proud expressed how proud she is of the work that the team has done this year. This was an ambition project list and staff did an incredible job of making time for these additional amenities/projects for the community. 2022 Projects 5th Street Civic Spaces planning – completed. In final stages of packaging different areas together to look at funding initiatives. 150th Tree Project First 10 in the ground Will kick off fundraising for trees in late January 860 Quarry Road Remodel – completed Aquatic Center Exterior Tile Rehab – completed Aquatic Center Locker Replacement – completed Archery Range Relocation – completed. New signage yet to be installed and handicapped parking pad yet to complete. Biscuit Creek Project at Central Park and Play Moguls– joint project with Engineering completed. Bridge and slide to be installed next summer. Brown Deer Deck Replacement – completed Brown Deer Interior Renovations – lower level kitchen completed, upper level event office completed. City Hall Painting Project – completed. 15 offices, restrooms, entry between police and City Hall. Clear Creek Amana School Partnership – agreement completed. Ongoing planning. Clear Creek Point Park – master planning completed. Clear Creek Stream Mitigation Bank – ongoing. Prospectus completed, draft banking instrument completed. 90% drawings completed. Colony Fen Erosion Repair Project - joint project with Stormwater. Completed. Coral Court – 36 streetscape ash trees removed. Replant in the spring. Creekside Connection Singletrack – completed. CYSP Soccer Field #3 Lighting - completed Dovetail Recreation Area – open house held, east bank scrub tree removal completed, trees planted along east side. Kayak/canoe walk in launch established. Indoor Pool Painting – completed. Morrison Creek Drainage Way Crossing – planning and easements completed. Under design with Shoemaker and Haaland. North Ridge Park Extension – Pollinator project – year one of mowing, beginning removal of dead trees and ash trees. Rough draft of plan established. Veterans Memorial – continuing to coordinate construction work for committee. Near end of fundraising with just $44,000 to go. Desert Air Units at Indoor Pool – extensive work on this unit to rebuild it to operate. This unit is out of date and will need to be replaced in the next 5-8 years. HVAC Units at Rec Center – replaced controllers and freon to the Rec Center units. CCPA – Worked on dehumidification in trap and stage area. Brown Deer Golf Club – expansion of driving range to the north in cooperation with Brown Deer Coop – completed. Commission Comments – none.
