SPECIAL COUNCIL MEETING
AND
STRATEGIC PLANNING SESSION AGENDA
SATURDAY, APRIL 2, 2022
CITY COUNCIL CHAMBERS

A. CALL TO ORDER: 9:05 a.m.
B. ROLL CALL: Council: Dave Demo
Karen Burnett
Jose “Chuy” Valerio
Shelly Hargens
Mayor: Robert Snow
All members of the City Council were present except Council member Burnett. Councilor Burnett entered
the meeting at 9:10 am.
C. PLEDGE OF ALLEGIANCE: Led by the City Manager.
D. PUBLIC COMMENTS AND BUSINESS FROM THE FLOOR: None.
E. STRATEGIC PLANNING SESSION:
The City Manager provided a “State of the City” outlining past and present accomplishments as
well as projects currently in the works. She also listed some of the current and future challenges
facing the City.
She then turned the meeting over to Scott Winter the meeting facilitator.
Councilor Valerio left the meeting at: 12:00 p.m.
Regular Council meeting back to order at 2:10p.m.
F. REGULAR AGENDA:
1. Adopt the following Resolutions authorizing Escrow on properties located at 811
and 813 4th Street.
a. Resolution 04-02-2022-01 approving the purchase of Real Property located at
813 4th Street; and
b. Resolution 04-02-2022-02 approving the purchase of Real Property located at
811 4th Street.
Presented by City Manager Miller who stated that this is for two parcels, specifically those
owned by Hildebrandt and Conway and the purchase price is based upon the appraised value.
Councilor Burnett moved to adopt Resolutions 04-02-2022-01 and 04-02-2022-02 authorizing
the City Manager to execute and finalize the Agreements for purchase and sale of the
properties located at 813 (APN: 071-136-010) and 811 (APN: 071-136-011) Fourth Street in
Corning, CA. Councilor Hargens seconded the motion. Ayes: Snow, Demo, Burnett, and
Hargens. Absent: Valerio. Abstain/Opposed: None. Motion was approved by a 4-0 vote
with Valerio absent.
2. Authorize $500 donation to support the Corning community Jayden Jamboree
Easter Egg Hunt to be held on Saturday, April 16, 2022.
Presented by City Manager Miller who explained that she received the request from Councilor
Valerio to support the Easter Egg hunt and receipts will be required as it will be reimbursable.
She stated that the declaration must be made that it is a public event in order for this donation to
be legal. Should the City receive additional requests such as this, a procedural plan will need to
be developed and approved at a later date.

Fire Chief Tomlinson stated that the Volunteer Fire Department could possibly donate for this,
however the request would need to be received by the Department prior to Wednesday so that
a vote to approve/deny could be made their Wednesday night business meeting.
Councilor Demo moved to declare the Corning Community Jayden Jamboree Easter Egg Hunt
a public community event, request the City be recognized as a donor to the event, and allocate
$500 in funding on a reimbursement basis to support the event. Councilor Hargens seconded
the motion. Ayes: Snow, Demo, and Hargens. Absent: Valerio. Abstain: Burnett.
Opposed: None. Motion was approved by a 3-0 vote with Valerio absent and Burnett
Abstaining.
City Manager Miller requested clarification on whether Council, by consensus wished to add a
line item in the budget for other Community events other than those currently budgeted; they
confirmed they did.
