PLEDGE OF ALLEGIANCE: Led by the City Manager. C. INVOCATION: Led by Councilor Hargens. D. PROCLAMATIONS, RECOGNITIONS, APPOINTMENTS, PRESENTATIONS: 1. Corning Rotary Club - Project presentation by Diana Ramirez Diana Ramirez, President of the Corning Rotary Club, gave a presentation on the Centennial Project at Northside Park. They will be replacing the park picnic tables, flagpole, and water fountain. Picnics will have wheelchair accessibility. The estimated cost for the project is $30,000 of which $15,000 will be paid by a grant they obtained. Additional funds come from a donation from Edyth Fox. The Teddy Pohler memorial plaque will stay as is after they are done but will also add a memorial for Edyth Fox. In honor of their Centennial Celebration in 2025 there will be a dinner planned for Thursday May 15, 2025, at the Rolling Hills Casino. Everyone is invited to be part of the Rotary Club. Their meeting days are Wednesday at noon at Rock N Brews except the last Wednesday of the month the meeting is at 5:30pm at Banner Bank. Mr. Cardenas added that they will redo the brick water fountain with the same design. E. PUBLIC COMMENTS AND BUSINESS FROM THE FLOOR:  Presentation from Tessa Borquez owner and operator of Alacrity Destination Services speaking on behalf of Upstate California Film Commission sharing the quarter 3 report. This quarter they hosted 4 projects of which 2 were feature films, 1 commercial, and 1 episodic. These productions combined reported 46 shoot days, hired 34 locals, 1280 room nights, and THE CITY OF CORNING IS AN EQUAL OPPORTUNITY PROVIDER AND EMPLOYER  an estimated economic impact of nearly two million dollars. They had some local screening of Miracle Mile and ACID Canal with more coming soon. They are excited to announce that they have four finalists from our region represented in the 29th annual California On Location Awards. You can view this information on their website at www.upstatecafilm.com  Diana Ramirez with Waste Management- A large container will be placed behind Corning Lumber after Christmas. Please place all trees (unflocked and no ornaments) in the container. It will be removed mid-January. No cost for this service. Public Comments Closed at 5:46pm F. CONSENT AGENDA: 1. Waive reading, except by title, of any Ordinance under consideration at this meeting for either introduction or passage, per Government Code Section 36934. 2. Waive the reading and approve the Minutes of the November 12, 2024, City Council Closed Session & regular meeting with any necessary corrections. 3. November 20, 2024, Claim Warrant in the amount of $ 150,240.81 4. November 20, 2024, Business License Report Councilor Valerio moved to approve consent items 1-4; Councilor Hargens seconded the motion. PUBLIC HEARINGS AND MEETINGS: None I. REGULAR AGENDA: 1. Approve Task Order No. 7 under Engineering Contract 208-07 for the 2024/2025 Street Projects on Tehama Street to NorthStar Engineering for City Engineer/Surveyor Services Presented by Public Works Director, Eli Stanley. Staff requests Council approve Task Order "7" (TO-7) for NorthStar Engineering to provide Professional Services for City Engineer/Surveyor services for the Street Project on Tehama Street from Houghton Avenue to 3rd Street under Engineering Services Agreement 2018-07. These services would include project management, topographic surveying, Design, and Bidding. Councilor Demo moved to approve task order "7" to NorthStar Engineering in the amount of $35,600 for professional services for engineering/survey services under engineering services contract 2018-07; and authorize the City Manager to sign the task order authorization.; Councilor Valerio seconded the motion. Reminded the community of the spaghetti dinner on December the 7th from 4:30-8pm. The funds will go the Phommathep family. Also, food basket program raffle tickets are available. Councilmember Valerio  Breakfast with Santa on December 7th (Through the Recreation Program, New Life Assembly of God, and Corning Rotary) Chamber of Commerce Events:  December 4th will be the home and business lighted decoration contest  December 6th will be the Christmas trolley light tour  Chamber Member Christmas Mixer December 12th  Installation dinner is coming up in January at the Casino.
