Waive reading, except by title, of any Ordinance under consideration at this meeting for either introduction or passage, per Government Code Section 36934. 2. Waive the reading and approve the Minutes of May 13, 2025, regular and closed session City Council meeting with any necessary corrections. 3. PUBLIC HEARINGS AND MEETINGS: 1. Ordinance 713, an Ordinance adopting a zoning code update in conjunction with the 7th Cycle Housing Element. Presented by Brant Mesker. With the 7th Cycle Housing Element for the City of Corning came numerous Zoning Code amendments and four new chapters to conform with recently enacted provisions of state law. These changes are required in order to comply with state law. Opened PH: 5:37pm A Corning resident asked what this Ordinance was? Brant clarified that it is basically addressing recent changes in state housing legislation that require changes to the zoning code, changes in the state health and safety code, and streamlining the process to provide housing. Attorney, Collin, added that the municipal code should be consistent with state laws and that’s why this Ordinance is needed. Closed PH: 5:39pm Councilor Hargens moved to approve and adopt, Ordinance 713, an Ordinance of the City of Corning amending Title 17 (zoning) by amending the following sections of the zoning code: 17.06, 17.10, 17.14, 17.16, 17.38, 17.39, 17.46, 17.51, 17.54, 17.62, 17.63, and 17.64, and adding new sections addressing "employee housing for farmworkers, licensed residential care facilities, transitional and supportive housing, and sewer and water service priority for affordable housing development"; Councilor Valerio seconded the motion, and directed City Clerk to read the Ordinance by title only. Ayes: Snow, Demo, Lomeli, Valerio, and Hargens Absent: None Abstain/Opposed: None Result: Motion was approved by a 5-0 vote 2. Proposed tentative parcel map 2025-01 Sukhwinder Kaur, Map to create 2 new parcels at APN 071-080-053 Presented by Brant Mesker. Mrs. Kaur submitted an application to the city to split her parcel known as APN 071-080-053 Located on 0 Lincoln Ave. She was planning on developing her large lot, but plans have changed and would like to split the parcel as she plans to sell one of the lots. Opened 5:42pm Closed with no comments: 5:42pm Councilor Demo moved to adopt the 3 factual sub findings and legal findings as presented in the staff report and approve tentative parcel map 2025-01; Councilor Valerio seconded the motion. REGULAR AGENDA: THE CITY OF CORNING IS AN EQUAL OPPORTUNITY PROVIDER AND EMPLOYER  1. Adopt Ordinance No. 714 designating the fire hazard severity zones in the City of Corning. Presented by Brant Mesker. Staff received the updated Fire Hazard Severity Zone map from the State Fire Marshal’s Office. These maps identify and classify the areas in California based on their relative fire hazard severity. We are required to adopt this map. Councilor Demo directed the City Clerk to read the Ordinance by title; and approve Ordinance 714, an ordinance of the City of Corning designating Fire Hazard Severity Zones; Councilor Hargens seconded the motion. Ayes: Snow, Demo, Lomeli, Valerio, and Hargens Absent: None Abstain/Opposed: None Result: Motion was approved by a 5-0 vote 2. Approve Municipal Airport ground lease transfer to Levi Palmer for Hangars #3 and #10. Presented by Eli Stanely. Staff is requesting the lease transfer of land lease for hangers #3 and #10 at the Corning Municipal Airport. The current lessee, Rachelle Lima, has entered into a purchase agreement to transfer the ownership of both hangars to Levi Palmer DDS Inc. Councilor Demo moved to approve the Corning Municipal Airport Ground Lease transfer to Levi Palmer for hangars #3 and #10; Councilor Valerio seconded the motion. Ayes: Snow, Demo, Lomeli, Valerio, and Hargens Absent: None Abstain/Opposed: None Result: Motion was approved by a 5-0 vote K. ITEMS PLACED ON THE AGENDA FROM THE FLOOR: None L. COMMUNICATIONS, CORRESPONDENCE, AND INFORMATION: None M. REPORTS FROM MAYOR AND COUNCIL MEMBERS: Demo- Attended a Senior Center meeting. They have Bunko, Bingo, and lunch activities. Lomeli- No meetings. Valerio- The Chamber of Commerce is doing a Jail and Bail. You can issue an arrest for $25 and bail is $25. This weekend is the Corning Jr Rodeo. Next week is the Tuesday Night Market. Better Choice Realty is hosting the Corning Around the World event on June 14th. He will also provide future meeting dates for a parenting class. Hargens- No meetings. Corning in the Morning will be on June 2nd The Vault will be hosting along with Shelly. Thanked the Fire Department for the memorial service contribution. Snow- Attended the 2x2x2 meeting. There was good information shared and good opportunities coming up between the high school and elementary schools. N.
