FOR ON-CALL PLUMBING SERVICES This Agreement was approved. That the City Council: a. Award NIB 25-009SB for on-call plumbing maintenance services to RAM Plumbing Inc. in the amount of $250,000 through June 30, 2025, with two additional two-year optional renewal periods, and waive all minor irregularities in the proposal. b. Authorize the City Manager, or his designees, to execute the Maintenance and General Services Agreement with RAM Plumbing, Inc., in the amount of $250,000 per fiscal year, including any non-substantive extensions, change orders, purchase orders, and amendments up to the amount authorized in Corona Municipal Code Section 3.08.060(J), which is equivalent to 10% or $25,000. 7.5 RELEASE OF GRADING, IMPROVEMENT, AND SURVEY MONUMENTATION SECURITIES POSTED BY CORONA-UPPER DRIVE 25, LLC, A DELAWARE LIMITED LIABILITY COMPANY FOR TRACT MAP 31373 LOCATED ON THE EAST SIDE OF LESTER AVENUE, SOUTH OF UPPER DRIVE Joanne Coletta, Planning and Development Director, provided a report. Accept the improvements associated with Tract Map 31373 b. Retain twenty-five percent (25%) of the Faithful Performance Security for one year beyond the acceptance of the improvements as security for repair and replacement of any improvements that fail to meet City standards at the end of the one year. Retain the Labor and Material Security for six months beyond the acceptance of the improvements and automatically release the security unless claims are filed. That the City Council adopt Resolution No. 2025-005, certifying the results of an election and adding territory to Community Facilities District No. 2016-1 (Public Services) of the City of Corona (Annexation No. 25). 7.7 RESOLUTION CERTIFYING THE RESULTS OF AN ELECTION AND ADDING TERRITORY TO COMMUNITY FACILITIES DISTRICT NO. 2016-1 (PUBLIC SERVICES) OF THE CITY OF CORONA (ANNEXATION NO. 26) This Resolution was adopted. That the City Council adopt Resolution No. 2025-006, certifying the results of an election and adding territory to Community Facilities District No. 2016-1 (Public Services) of the City of Corona (Annexation No. 26). 8. COMMUNICATIONS FROM THE PUBLIC Robert Auth, resident, addressed the Council regarding the TIP program. Bobby Spiegel, resident, addressed the Council to commend the Fire Chief and the TIP program. Colin Markovich, representative from Senator Sabrina Cervantes, provided a Legislative update. Justin Chou, resident, addressed the Council to provide his concerns with the Public Library. Joe Morgan, resident, addressed the Council and provided an overview regarding Ordinance No. 3408. David Hernandez, resident, addressed the Council to commend the Fire Department and expressed concerns with the Corona Police Department. 9. PUBLIC HEARINGS 9.1 PUBLIC HEARING AND ELECTION FOR ANNEXATION NO. 40 INTO COMMUNITY FACILITIES DISTRICT NO. 2016-3 (MAINTENANCE SERVICES) Mayor Steiner opened the Public Hearing. Sylvia Edwards, City Clerk, confirmed she had proof of publication and mailing of the notice of the Public Hearing. She 4  FINAL confirmed that she had not received any written protests. Ms. Edwards stated there are no registered voters within the area to be annexed to the CFD, and the owners of all property proposed to be annexed to the CFD agreed to hold a special election on January 15, 2025. Ms. Edwards also agreed to hold a special election on January 15, 2025. Mayor Steiner closed the Public Hearing. Ms. Edwards confirmed she received one ballot and all votes cast are in favor of levying the special taxes. Moved by: Wes Speake Seconded by: Tom Richins That the City Council adopt Resolution No. 2025-001, calling a special election and submitting to the qualified electors of the territory proposed to be annexed to Community Facility District No. 2016-3 (Maintenance Services) of the City of Corona the question of levying special taxes within the territory proposed to be annexed (Annexation No. 40). ADMINISTRATIVE REPORTS 10.1 SOUTH MALL UPDATE: LEASING AND DESIGN CONCEPTS Justin Tucker, Assistant City Manager, and Joel Belding, Economic Development Director, provided a report. The Council had inquiries and provided comments. Mr. Tucker and Mr. Belding provided clarification. Justin McBride, resident, addressed the Council with concerns regarding food truck vendors. Joe Morgan, resident, addressed the Council with his concerns regarding the proposed item. David Hernandez, resident, addressed the Council with his concerns regarding the proposed item. That the City Council provide direction on the proposed leasing strategy and feedback on the design concepts for two City-owned properties in the South Mall. 10.2 CANVAS ON THE CURB PILOT PROGRAM Mirna Romero, Management Analyst II, provided a report. The Council had inquiries and provided comments. The estimated total cost of the trip is $846.25, which includes meals, hotel, and transportation. REPORTS FROM BOARDS AND COMMISSIONS 12.1 Library Board of Trustees None. 12.2 Planning & Housing Commission The Council agreed to take no action. 12.2.a CONDITIONAL USE PERMIT 2023-0001 ESTABLISHING A BATTERY ENERGY STORAGE FACILITY ON A COMBINED 5.5 ACRES LOCATED AT THE NORTHWEST CORNER OF COTA STREET AND RINCON STREET IN THE M-1 (LIGHT MANUFACTURING) ZONE (APNS:119-190- 002, 003 & 011) Council Member Daddario had inquiries. Xente Baker, Deputy Fire Marshal, and Joanne Coletta, Planning & Development Director, provided clarification. That the City Council: a. Take no action, thereby affirming the Planning and Housing Commission’s action granting CUP2023-0001, based on the finding contained in the staff report and conditions of approval. OR b. Set the item for review at a subsequent meeting. 12.3 Parks & Recreation Commission None. 7  FINAL 12.4 Regional Meetings 12.4.a UPDATE FROM TONY DADDARIO ON THE WESTERN RIVERSIDE COUNTY REGIONAL CONSERVATION AUTHORITY (RCA) MEETING OF JANUARY 6, 2025 Council Member Daddario provided an update. 12.4.b UPDATE FROM WES SPEAKE ON THE RIVERSIDE COUNTY TRANSPORTATION COMMISSION (RCTC) MEETING OF JANUARY 8, 2025 Council Member Speake provided an update. 13. CITY ATTORNEY'S REPORTS AND COMMENTS None. 14. CITY MANAGER'S REPORTS AND COMMENTS Brett Channing, Assistant City Manager, wished everyone a Happy New Year. 15. CITY COUNCIL MEMBERS' REPORTS AND COMMENTS Council Member Daddario provided a brief overview of the All Play Sports Team meeting. Council Member Speake commended Police Chief Newman and staff for their hard work on Prop 36. He also thanked the Community Services staff for hiring the LMD Inspector. He acknowledged the passing of Riverside County Sheriff's Deputy Timothy Corlew and Shahid Jalal, Islamic Society. Council Member Richins thanked the Corona Fire Department for their hard work in the recent fires. He also thanked Jacob Ellis, City Manager and staff for all their hard work. Mayor Steiner provided a brief overview of the recent power outages. He also acknowledged the passing of Riverside County Sheriff's Deputy Timothy Corlew. 15.1 CITY COUNCIL CONSIDERATION OF THE 2025 APPOINTMENTS TO REGIONAL BOARDS AND COMMISSIONS Mayor Steiner announced there were no changes to the appointees for Regional Boards and Commissions. The Council unanimously approved the appointments. 15.2 REAPPOINTMENT TO THE LIBRARY BOARD OF TRUSTEES Council Member Daddario reappointed Aisha Kennerly to the Library Board of Trustees.
