Cortez Public Arts Advisory Committee Regular Meeting Monday, January 22, 2018; 12:00 P.M. Cortez Public Library Meeting Room Present: Heidi Brugger, Sonja Horoshko, Eric Ikenouye, Aaron LeMay, Brandon Shubert, Kirbi Vaughn Absent: Dan Simplicio, Corinne Damore-Rome Also present: Stephanie Alderton, The Cortez Journal 1. Call to order. The meeting convened at 12:15 P.M. 2. Presentations. Eric played a sexual harassment training video and those present signed forms to show they watched it. The committee members are charged with contacting Eric to borrow another training video required by the city; members are to watch this video by the next meeting, which is Wednesday, February 14. 3. Citizen Participation. None. 4. New Business a. Determine set meeting date and time for future meetings. The committee discussed possible days and times for its regular meetings, with special attention given to the constraints for the student member. We agreed to meet the second Wednesday of each month at 3:30 p.m. The committee did not set a specific place for the meetings, but most likely it will be the library meeting room. b. Discuss appointment of chair, vice-chair and secretary. The committee agreed by consensus that Sonja Horoshko is the chair, Aaron LeMay is the vice-chair, and Heidi Brugger is the secretary. Terms are one year. c. Discuss possible sub-committees. Our structure allows for ad hoc sub-committees for specific projects. Currently the committee has ad hoc groups for murals and mural mapping, Montezuma Park tree trunk art, and Music Committee. Discussion included that each ad hoc group should include a regular committee member to facilitate reporting. Every regular meeting will include time for ad hoc sub-committee reports. Heidi is the liaison for murals and Sonja for Montezuma Park tree. 5. Draft resolutions/ordinances. None to address. The committee did review procedures for this including a draft presentation at a meeting that includes public comment followed by a final reading at a subsequent meeting. 6. Other items of interest. a. Communication. The committee discussed the need for guidance on social media—will we have a Facebook page, where are our meeting posted, how do we insure that our members are reading the emails? The latter is important; we need to know that members are listening; we need their responses. Eric will look into city guidelines and will send us contact information for the committee members. b. Economic impact study. At his workshop interview, Aaron expressed interest in creating a better understanding of the impact of public art on the community. He volunteered to contact Deborah Walker at Fort Lewis College to see if we could discuss a study for Cortez and a potential timeline for a base line study and follow-ups. The committee also discussed contacting Creative Industries in Denver for similar information. c. Promotion through presence. The committee agreed that some members should be present at many art events, like the Animal Art Works Exhibit and the 3rd Thursday gatherings, possibly with an info table, as a means of increasing awareness of the committee and a way to advocate for art events. We also agreed that we should contact the League of Women Voters to see if a question regarding public art could be fielded to city council candidates at candidate forums. Yes or no, a committee member should be present to raise the issue. d. Animal Art Works: The Return Exhibit. This is a fundraising event for two humane societies. It was very successful last year. There is an admission fee and entry fees. Artists value their work at $90-200. The proceeds from the sales are divided 25% to Black Hat Society, 25% to For Pets’ Sake, and 50% to the artist. The model could be used for fundraising for city art acquisitions. e. Accepting donations. The committee members were aware of the budget line, under the library, for public art. In the past this has been used for mural maintenance. However, we need to know how to accept funds before we can seek grants or donations. Eric will look into this and report back next month. 7. Additional citizen participation. None. 8. City staff Liaison report. This is basically a placeholder so Eric can report to the committee. Only information he shared this meeting was to be prepared for a board training in May; details to come. 9. Committee reports. First meeting so no reports. 10. Adjournment. The committee adjourned at 1:12 P.M.
