Cortez Public Arts Advisory Committee Regular Meeting Wednesday, March 21, 2018; 3:30 P.M. Cortez City Hall Meeting Room Present: Heidi Brugger (scribe), Corinne Damore-Rome, Sonja Horoshko (president), Eric Ikenouye (city liaison), Aaron LeMay, Brandon Shubert, Dan Simplicio, Kirbi Vaughn, Peyton Heitzman (city intern), Touria Berrada (citizen) 1. Call to Order. The meeting convened at 3:30 P.M. 2. Presentations. None 3. Citizen Participation. Touria Berrada and daughter attended the meeting but had no presentation. 4. Old Business. Approval of February 14, 2018 minutes. Aaron Lemay made a MOTION to accept the minutes as submitted. Corinne Damore-Rome seconded the motion, which PASSED UNANIMOUSLY. 5. New Business. Select group to revisit mission statement. Corinne, Aaron, and Heidi Brugger volunteered to study the mission statement and to suggest what changes, if any, should be made. This ad hoc group will report to the committee at the next meeting. 6. Draft Resolutions/Ordinances. None. 7. Other Items of Business. Art acquisitions. Sonja Horoshko presented work she, Eric Ikenouye, and City Manager Shane Hale had done to outline the acquisition process for City Hall, and potentially create a model for other city properties. Shane clarified that the city would be responsible for creating the actual inventory of artwork now in hand, including photos of works The committee established that John Peters-Campbell, the appraiser Sonja recommended, would be the first contact for pursuing appraisal of artworks. If he cannot take us on, the city will have an open call for appraisers. According to Shane, there has been no response to past calls for qualified, expert appraiser. He and the committee recommended that we pursue a cost-estimate related to working with John Peters Campbell. Ad Hoc Art Acquisition Committee members Dan Simplicio, Sonja, Aaron and two non-committee visual artists will meet with the chosen appraiser. The committee agreed that it wants to encourage citizen input in the selection of art for acquisition but that the public is not the deciding force; the Public Arts Advisory Committee would make a recommendation to the City Council based on the report of the Ad Hoc Art Acquisitions group and City Council would select the material for acquisition. After lengthy discussion the committee members agreed that artists contributing to the city request to loan art for 12 months to the new city hall in 2016-2017 would be invited to submit two works each for consideration of permanent acquisition in City Hall. The inaugural acquisition invitation is limited to this group of artists, completing the process begun by the city with its call for art on loan in 2016. The 2018 invitation to submit will inaugurate the full process outlined in the Structure for Visual Art Acquisitions for City Hall (attached). Shane Hale noted that the city is willing to waive the application fee, a suggested standard practice in arts applications, agreeing with Sonja’s written guidelines submitted to the committee. Brandon Shubert made a MOTION that Sonja send a letter to the artists from the 2017 exhibit informing them of how the city will proceed. Heidi seconded the motion, which PASSED UNANIMOUSLY. The committee also agreed that the use of the Mesa Verde Meeting Room and adjacent lobby offered by Shane for exhibits in City Hall will provide broad access for the visual arts community to exhibit. The exhibit schedule will offer 5- to 6-week exhibits, marketing by the city, on-line and in-print material, as well as a reception for the public. Public input will be promoted via comment cards and on-line marketing to encourage the public to visit the exhibits in City Hall. There will be approximately 8 exhibits in the 2018, possibly 10 in 2019. The open call-for-exhibit proposals will include guidelines and submission formats, deadlines and peer jury selection by the Ad Hoc Arts committee. 8. Additional Citizen Participation. None. 9. City Staff Liaison Report. Eric listed several upcoming presentations: April’s meeting should include a presentation by Marlo Johnson of Sedona, AZ, regarding an outdoor art show in town and a presentation from Bill Teezel. The May meeting will include a presentation from a group about its Bike Ship proposal. 10. Committee Reports. a. Facebook. Kirbi Vaughn agreed to be the page administrator from the Public Arts Advisory committee; Sonja, Aaron and Heidi volunteered to be page administrators. While there are some city policy issues to clear up (regarding linking this page to a personal account, etc.), once we have reviewed the city guidelines for social media and set up some specific guidelines for this page, we should be ready to launch using city- owned mural photos for the banner and detail photos for the profile picture. We agreed that we want the title of the committee to appear on the banner and Sonja agreed to work with Kirbi on a logo for our committee. We agreed that we want citizen comments/posts on the page but that we will start with close management and gradually increase citizen input. b. Music. Aaron reported that he is focused on raising funds for a music series in 2019. We discussed the need to know what businesses are being approached for support so we do not overwhelm businesses with requests. Until he has raised money, he cannot book bands. The target for bookings is September 2018. There are no dates for the series yet—there is still discussion about the day of the week and the need to avoid other city events. Aaron noted that he is also working on who is the target audience and how to broaden musical genres to increase appeal. Sonja requested a write-up of the music series proposal so all committee members are aware of its scope. c. Murals. Heidi reported that she has yet to receive a response from Greg Kemp or Chris Burkett regarding the history of Cortez murals. Once she has this info she can meet with the city web master to find out what she needs to supply to get a web tour up and running. She has met with historical society members who are interested in linking a mural tour with a historic downtown tour. There is a possibility of piggybacking on a pamphlet that the historical society is contemplating for the tour. 11. Next meeting: Wednesday, April 11, 2018; 3:30 P.M.; city hall conference room 12. Adjournment. The meeting adjourned at 5:00 P.M. TO DO: Aaron, Corinne, and Heidi will meet to review the mission statement. Sonja will write a letter to the 5 (8?) artists from the 2017 exhibit. Sonja, Dan, Aaron will meet with other artists and the appraiser. Eric will send committee members a link to Marlo Johnson’s web site. Kirbi and Sonja will work on a committee logo for the Facebook page. Heidi will interview Chris Burkett and Greg Kemp for the mural history.
