Cortez Public Arts Advisory Committee
Regular Meeting
Wednesday, May 9, 2018; 3:30 P.M.

Present: Heidi Brugger (scribe), Corinne Damore-Rome, Sonja Horoshko (president), Eric Ikenouye (city liaison),
Aaron LeMay, Brandon Shubert, Kirbi Vaughn, Peyton Heitzman (city intern)

1. Call to Order. The meeting convened at 3:30 P.M.
2. Presentations. Jason Chuipka of Woods Canyon Archaeology Company and the Jersey Jim Foundation
(JJF) gave a presentation on artists-in-residencies at the Aspen and Glade Guard Stations. The Jersey Jim
Foundation saves fire lookouts from decommissioning by preserving the facilities through use. This began
with the Jersey Jim Lookout and now is extending to the two guard stations. Both stations have been
restored and are now under 10-year leases to JJF. The facilities are in the San Juan National. Forest and
the Forest Service would like to see artists-in-residence at both stations. JJF is offering four one-week
residencies, 2 at each station, for September 9-15 and September 16-22.
Current plans are for the Aspen Guard Station to host written work artists and for Glade to host two-
dimensional artists. Genres for residencies may be expanded in future years.
JJF asked for assistance in outreach—getting the call for submissions out to the public—and in
providing or locating competent judges (3 for each site specialty) for the submissions. Deadline for
submissions is the end of June. Committee members offered several immediate suggestions for
publicizing these offerings and agreed to promote it on the new Facebook page.
The committee AGREED BY CONSENSUS to support the Jersey Jim Foundation with promotion of
the residencies and with judges.
3. Citizen Participation. None.
4. Old Business. Approval of April 11, 2018 minutes. Heidi Brugger made a MOTION to accept the minutes
as revised; Brandon Shubert seconded the motion, which PASSED UNANIMOUSLY.
5. New Business. None.
6. Draft Resolutions/Ordinances. None.
7. Other Items of Business. None.
8. Additional Citizen Participation. None.
9. City Staff Liaison Report. Eric Ikenouye discussed a new procedure for meeting preparedness. He
suggested ad hoc and old business reports be written ones that are sent to him 10 days prior to the
meeting. This permits him to pull together a group mailing to the committee with reports that can go out
the Friday before the next meeting. Ideally non-committee presenters would also provide material at
that time so that the committee comes to the meeting fully prepared. This opens up time for discussion.
Eric asked Heidi and Peyton, who attended a city-sponsored CIRSA training to share thoughts. They
noted that:
Committee members should be familiar with the role, scope, and authority of their position.
City workers (councilors, volunteers, and staff) should “Do the right thing for the right reasons in
the right way.”
Take care with emails; using the REPLY ALL function when doing committee work could be initiating
a secret meeting in violation of the Open Meeting Law.
If you have a conflict of interest, you need to disclose it prior to discussion on the topic/issue,
recuse yourself from the discussion and any subsequent action, and leave the room during the
process. It is important that you not engage or attempt to influence others on the topic in question.
10. Committee Reports.
a. Art acquisitions. Sonja reported that she sent letters to the artists from the 2016-2018 City Hall
display; four of the five artists submitted requests. Art appraiser John Peters-Campbell is arriving
in Cortez the week of May 14. He plans to review the four artworks submitted for acquisition and
conduct the council-approved survey of current art holdings, including suggestions for “de-
acquisition.” John Peters-Campbell will submit his report to the committee in two weeks from
the appraisal process.
b. Facebook. Kirbi Vaughn reported that this group just received an email
(cortezpublicarts@cityofcortez.com) from which it can base its Facebook page so now they are
ready to set it up. She asks committee members to hold off on posting in the page until they
receive a launch email from her.
c. Murals. Heidi reported that she had little to add to the material she shared prior to the meeting.
She needs to get OKs for her draft from Chris Burkett and Greg Kemp. Her draft included a listing
of city murals, a proposed walking tour of all downtown murals and a listing of other murals in
the city that are not convenient to a stroll. She has made contact with a couple of art teachers
who were instrumental in non-city-owned mural projects and with the owner of Main Street
Brewery, who is giving her a tour of that business and will tell the stories of those murals.
d. Music. Aaron had no new report. He noted that DDAT, a very popular local group, will be
performing at the Sunflower Theater this month and that June 2 is the new date for the Dolores
River Festival (avoids conflict with the Ute Rodeo). He planted the seed for a live stream on our
new Facebook page for the festival and will look into the cost of doing this.
11. Upcoming.
a. Next meeting: Wednesday, June 13, 2018; 3:30 P.M.; city hall conference room
b. Great Chili Pepper Art exhibit and fundraiser for public arts now planned for the end of July at La
Casita de Cortez.
