City of Cortland - Historic/Architectural Board Historic and/or Architectural Advisory Board City of Cortland August 8, 2017 A regular meeting of the Historic and/or Architectural Review Board was held on Tuesday, August 8, 2017, at 25 Court St Mayor’s Conference Room at 8:00 am. Present: Chairman Linda Kline, Commissioners Dan Dineen, Karina Murphy,Chris Barnes, Richard Stock Absent: Commissioner Pam Abbott, Staff Present: Confidential Secretary Devon Rainbow, Zoning Officer Bob Rhea Minutes of July 11, 2017: a motion was made to approve the minutes as amended. Motion by: Comm. Stock Seconded by: Comm. Dineen Approved: Ayes – 5 Nays – 0 Item #1 – 2,4,6,8 Main St. (Terwilliger) – Façade Change  Repairs to the building Glen Anderson and Rich Cunningham were present for the meeting. A large portion of the project is being reimbursed by an approved grant. It was explained that the colors that have been selected will help all the detail on the building be noticed. The effect of the dark and light contrast will help with the depth perception. The colors consist of Beignet, Honeymoon, Courtyard Green, Saffron Strands, and Beauport Aubergine. The front of the building is a tin material. There are some concerns regarding the extra cost for all the detailed painting that is in the plans and if it will be noticeable. It was asked if the commission could consider stopping by the project and making a final decision based on a sample that would be painted before doing the entire building. The scheme will be followed on the Groton Ave side of the building as well. The windows will be single full screen, aluminum clad. The same profile as currently on the building. It was determined that the best color for the windows was Canvas. A motion was made to approve the application as the Commissioners are going to work closely with the owner throughout the process to give input with the color scheme. The windows will be double-hung- full-frame in the color of Canvas aluminum clad and same profile as currently on the building. Motion by: Comm. Stock Seconded by: Comm. Murphy Approved: Ayes – 5 Minutes of August 8, 2017 meeting City of Cortland - Historic/Architectural Board Nays – 0 New Business/Old Business: 77-79 Main Street still has 3 windows to replace as proposed in 2014. 98 Tompkins St (Babjack) has not fixed the fence that was proposed and approved in June 2015. ZEO Bob Rhea has talked to him and he was assured it would be done by the end of May 2017. There is a new Hair Solon at 11 Groton Ave. ZEO Bob Rhea talked to the owner and they are going to be putting an application together for signage to bring to the commission. This was addressed in April 2017. 22 Main St. has a new sign in his window. It was asked that ZEO Bob Rhea check in with the owner regarding this. The sign is under the canopy and in the shape of a paddle. 120 Main St. (Calio’s) has multiple signs in their windows. Which may be over the 25% window coverage regulation. The Board talked about window and signage size and its interpretation in the code book. The Board said the code needed some clarification. There was a suggestion that the definition of window should be included in the code. Discussion of other business’/restaurant’s window fronts on Main Street. ZEO Bob Rhea is going to look into the signage at Calio’s and the neighboring restaurants. Discussion of the conjoined meeting with the Planning Commission and the Zoning Board of Appeals on Monday, August 21, 2017 in the Council Chambers at 5:00 PM. Adjournment: Motion by: Comm.
