City of Cortland - Historic/Architectural Board Historic and/or Architectural Advisory Board City of Cortland December 19, 2017 A special meeting of the Historic and/or Architectural Review Board was held on Tuesday, December 19, 2017, at 25 Court St, Mayor’s Conference Room at 8:00 am. Present: Chairman Linda Kline, Commissioners Dan Dineen, Karina Murphy,Chris Barnes, Richard Stock and Pam Abbott Staff Present: Confidential Secretary Devon Rainbow, Zoning Officer Bob Rhea Minutes of August 8, 2017: a motion was made to approve the minutes as presented. Motion by: Comm. Dineen Seconded by: Comm. Murphy Approved: Ayes – 6 Nays – 0 Item #1 – 2,4,6,8 Main St. (Terwilliger) – Awning  Improving the building and protection from water Glen Anderson was present for the meeting. He is proposing to install a new awning across the entire front façade of the building. It will be a fixed awning, shed style 60’4” x 3’ x 3’. Linda saw the color swatch and the color is almost a match to the paint that accented the columns. There is no lettering, graphics or lighting. He is boxing out areas for the business signs. He will return at a later date for signage. A motion was made to approve the application as proposed. Motion by: Comm. Dineen Seconded by: Comm. Abbott Approved: Ayes – 6 Nays – 0 Item #2 – 22, 26 Main St. (Niswender) – Window Replacement  Replacing windows in the building Barry Warren and Michael Niswender were present for the meeting. They would like to replace 25 windows with new ones which will be the same profile and no change in appearance. 16 of the windows are on the front façade and the other 9 on the North/West side. They will be double hung windows made with a mix of specialty polymer and acrylic resins. The color will be a bronze composite matching Minutes of December 19, 2017 meeting City of Cortland - Historic/Architectural Board the existing windows. Samples were present for show. They would like to repair the top in the building. It was explained they may repair as long as it is returning to as it was. Any painting or other changes need to come back to the board. A motion was made to approve the application as proposed. Motion by: Comm. Dineen Seconded by: Comm. Stock Approved: Ayes – 6 Nays – 0 New Business/Old Business: 77-79 Main Street still has 3 windows to replace as proposed in 2014. 98 Tompkins St (Babjack) has not fixed the fence that was proposed and approved in June 2015. There is a new Hair Solon at 11 Groton Ave. ZEO Bob Rhea talked to the owner and they are going to be putting an application together for signage to bring to the commission. This was addressed in April 2017. The Cross Fit business has removed old backlit signage and has been covered with boarding. It appears they are ready to put up a new sign. ZEO Bob Rhea is going to connect with them. The Clock Tower building has put up new signage that did not come before the board. There is a link that has been sent to the Board members regarding the DRI. It was asked of the members to review projects and take notes of any concerns that may come up in regards to the Board. This will be discussed at the meeting in January. Adjournment: Motion by: Comm. Dineen Seconded by: Comm.
