City of Cortland - Historic/Architectural Board Historic and/or Architectural Advisory Board City of Cortland February 13, 2018 A special meeting of the Historic and/or Architectural Review Board was held on Tuesday, February 13, 2018, at 25 Court St, Mayor’s Conference Room at 8:00 am. Present: Chairman Linda Kline, Commissioners Dan Dineen, Karina Murphy and Chris Barnes Excused: Commissioners Richard Stock and Pam Abbott Staff Present: Confidential Secretary Devon Rainbow Minutes of December 19, 2017: A motion was made by Comm. Dineen to approve the minutes as presented and Comm. Murphy seconded the motion. Approved: Ayes – 4 Nays – 0 Item #1 – Elect a Chair A motion was made by Comm. Dineen to elect Linda Kline as Chair and Comm. Murphy seconded the motion. Approved: Ayes – 4 Nays – 0 Item #2 – Elect a Vice - Chair A motion was made by Comm. Dineen to elect Richard Stock as Vice - Chair and Comm. Murphy seconded the motion. Approved: Ayes – 4 Nays – 0 Item #3 – Elect Devon Rainbow as the official secretary for the Historic Review Board A motion was made by Comm. Dineen to elect Devon Rainbow as official secretary for the Board and Comm. Murphy seconded the motion. Approved: Ayes – 4 Nays – 0 Item #4 – 31 Central Ave. (Terwilliger) – Signage  Replace awning sign with projecting sign Minutes of February 13, 2018 meeting City of Cortland - Historic/Architectural Board Tom Terwilliger was present for the meeting. He would like to install a new projecting neon sign. It will be metal with metallic gold jewelite edge trim and will be 6’5”x2’. The sign colors will be black, red and gold with red and yellow neon tubing. The sign will attach to the building by 2 aluminum bars 18” out from the building. This will allow air flow through the area to prevent damage. The sign will not flash and will have a photo eye to turn the sign on at dusk and off at dawn. The awning that was on the building will not be replaced. The street is dark and the awning didn’t help the issue. He hopes to have the sign up sometime in May. A motion was made to approve the application as proposed. Motion by: Comm. Dineen Seconded by: Comm. Barnes Approved: Ayes – 4 Nays – 0 New Business/Old Business: 77-79 Main Street still has 3 windows to replace as proposed in 2014. 98 Tompkins St (Babjack) has not fixed the fence that was proposed and approved in June 2015. There is a new Hair Solon at 11 Groton Ave. ZEO Bob Rhea talked to the owner and they are going to be putting an application together for signage to bring to the commission. This was addressed in April 2017. The Cross Fit business has removed old backlit signage and has been covered with boarding. It appears they are ready to put up a new sign. ZEO Bob Rhea is going to connect with them. Linda Kline asked the members to review the new historic guidelines. They are on the City website. Dan Dineen mentioned that there will be a 4 hour training on March 12, 2018. He will send the information to the Mayor’s Office to be distributed to the Boards and Commissions. This will count as part of the required yearly training. Adjournment: Motion by: Comm. Dineen Seconded by: Comm.
