CITY OF CORTLAND
LANDSCAPE AND DESIGN COMMISSION
MINUTES – February 9, 2017
Mayor’s Conference Room at 4:00 p.m.
Members Present: Mike Dexter (Chair), Anne Doyle, Paul Paradine, Theresa Quail,
Diane Batzing
Consultant: Jim Maloney
Approve Minutes: Comm. Quail, 1st; Comm. Doyle, 2nd
DEC Round 13 Application
• Areas of focus are flooding areas, the Pendleton St./Huntington St. brown field, the
Church St. median, and Pearl St.
• Comm. Batzing has conferred with Rich Cunningham of Thoma, written and
secured support letters, and photographed focus spaces required for the
application.
• We have learned from the DEC that public schools can be included as planting
sites.
• In the past, a 50% match has been required; just 25% now, but we may have more
competition because of this.
• Trees may now be planted 10’ beyond the sidewalk, which will allow much more
flexibility and opportunity for planting. We are waiting to hear from the attorney
whether the DPW will be able to cross the sidewalks with their equipment and staff.
Recent Tree Concerns/Notes
• Comm. Dexter and Bill Knickerbocker conferred about a sewer line concern on
Park St.
• Nic Dovi will remove a tree at Harrington and Pleasant Sts. that was hit by a car.
Other
• The April 28, 2017 Arbor Day tree will be planted on the Church St. right-of-way
near Courthouse Park in honor of Andy Damiano, funded by City employee
donations. Jim Maloney will supply the tree and lead in the planting.
• Two individuals have been approached about joining the Commission. One lives
outside the City, and the other is limited by job and family constraints.
Respectfully,
Comm. Batzing
