POLICE COMMISSION July 22, 2015 Minutes PRESENT: Chairman Thomas O’Mara, Commissioner James Sponaugle, Commissioner Eric Prior, Chief F. Michael Catalano, Deputy Chief Paul Sandy, SPCA Investigator William Carr and Secretary Diane Ferri. CALL TO ORDER The regular meeting of the Police Commission was held on July 22, 2015 in the Mayor's Conference Room, City Hall, 25 Court Street, Cortland New York. Comm. Thomas O'Mara called the meeting to order at 3:15 p.m. A. MINUTES – On the motion of Comm. Prior, second by Comm. Sponaugle, the Commission approved the minutes of the June meeting as written. B. BILLS –The Commission reviewed the June bills totaling $37,674.06 and on the motion of Comm. Sponaugle, second by Comm. Prior, were approved and placed on file. C. REPORTS – The following reports were highlighted: 1. Vehicle Maintenance - The Deputy Chief apprised the Commission on the status of vehicles, including the bicycles. 2. Overtime – Accumulated hours worked for the month of June totaled 657.75 hours, compared to 481.50 hours for the same period in 2014, reflecting a 176.25-hour increase for the month from 2014 and a 464.75-hour increase year-to-date. Some overtime will be reimbursed via grants. 3. Other Activities Report – The Commission reviewed the report while the Chief highlighted some of the statistical information. Overall, service requests decreased for the month by 150 calls, year-to-date increase of 40 calls. The Chief also noted "Domestic Incidents" with 76 calls this month, 304 year-to-date; and "Mental Health Reports" 38 calls and 157 year-to-date. 4. SPCA Animal Control Report – SPCA Investigator William Carr apprised the Commission of the new features in this report and explained in detail the calculations for these statistics. The new report noted complaints answered totaled 29 with 5 after-hour call for the month. 5. Officers Activities Breakdown – Statistics highlighted by Chief Catalano included 4 DWI arrests for the month. A total of 102 V&T tickets were written in the month of June, 20 were issued by Ptl. Brian Myers. On the motion of Comm. Prior, second by Comm. Sponaugle and carried, the reports were accepted for filing. 1 OLD BUSINESS A. NYSACOP CONFERENCE - The Chief informed the Commission regarding the NYS Association of Chiefs of Police Conference held July 13-16 in Saratoga Springs. Topics were very informative and included Liability issues. B. BIKE AUCTION - The Deputy Chief updated the Commission on the recent auction of bicycles held at the Armory totaling the sale of 33 bikes and commended Ptl. Andrew SanJule on his assistance with the program. Proceeds were split between funding for the Wickwire Pool and the Deer Fund. NEW BUSINESS A. FBINA CONFERENCE - The Chief apprised the Commission of the planned attendance by the Deputy Chief and Uniform Lieutenant at the FBINA Conference to be held on July 27-30 in Western New York. B. SUMMER STAGE CONCERT - The Commission discussed the upcoming summer stage concert series and a special Alcohol Waiver event for Main Street on September 12, already approved by the Common Council, which will include beer sales. The Downtown Business Partnership will be responsible for containment of alcoholic beverages in the enclosed area. OTHER BUSINESS A. COMMENDATION, APPRECIATION, CORRESPONDENCE REPORT - 1. McGraw Central School sent a check for $100.00 as a donation to the K9 account. 2. Chief Catalano received a letter from Lt. Chauncey Bennett thanking him and the members of the department who assisted him with this year's Broome County Law Enforcement Academy, commending specifically Ptl. Chadd Hines. 3. Robert Reyngoudt, Ptl. Roger Stafford, Ptl. Jared Aiken and Ptl. Patrick O'Donnell. Recruits also mentioned specifically, Ptl. Stafford and Ptl. O'Donnell as being particularly helpful. B. COMMISSIONER COMMENTS – There were no comments to be considered. The next meeting is scheduled for Wednesday, August 26, 2015 at 3:15 p.m. in the Mayor's Conference Room.
