POLICE COMMISSION
July 25, 2018 Minutes
PRESENT: Commissioner James Sponaugle, Commissioner Eric Prior, Commissioner Trish
Hansen, Chief F. Michael Catalano, and Secretary Diane Ferri.
EXCUSED: Deputy Chief Paul Sandy.
CALL TO ORDER
The regular meeting of the Police Commission was held on July 25, 2018 in the Mayor's
Conference Room, City Hall, 25 Court Street, Cortland New York. Chairman James Sponaugle
called the meeting to order at 3:15 p.m.
A. MINUTES – The minutes of the June meeting were reviewed and on the motion of Comm.
Hansen, second by Comm. Prior were approved for filing.
B. BILLS –The Commission reviewed the June bills totaling $15,414.35.
C. REPORTS – The following reports were highlighted:
1. YTD Budget Balances -
The Commission reviewed the account lines and percentages expended, noting the
Overtime balances now include the stand-off in May.
2. Overtime –
Accumulated hours worked for the month of June totaled 849.75 hours, compared to
729.00 hours for the same period in 2017, reflecting a monthly increase of 120.75 hours
from 2017, and a year-to-date increase of 254.00 hours.
3. Other Activities -
Calls for service have decreased by 260 for the month compared to 2017 and also
decreased by 2692 year-to-date.
4. SPCA Report -
The SPCA report was reviewed with note of 35 complaints handled for the month, 147
year-to-date, 26 after-hours calls year-to-date, and 25 tickets issued year-to-date.
5. Officers Activities Breakdown –
Statistics highlighted by Chief Catalano included 7 DWI arrests for the month. He
further noted the specific statistics for Ptl. Derrick Edick, Ptl. Trevor Wenz, Ptl. Jeffrey
Fitts, Ptl. Chad Knapp, and Ptl. Ryan Riley.
6. Parking Tickets -
Parking tickets issued for the month of June totaled 197, which is the lowest total Year-
to-Date.
7. Arrest Breakdown -
The Chief reviewed this report with the Commission, noting penal law arrests are down
by 259, but the grand total of all arrests is greater by 61 than this time in 2017.
8. Bike Patrol Report -
The Chief and the Commission briefly reviewed this report, noting 47 patrol hours were
spent on the bike patrol with 21 miles logged on officers' timesheets.
OLD BUSINESS
PERSONNEL - The Chief updated the Commission regarding recent personnel changes in the
department as follows:

1. Bradley Laman was hired, effective July 9, 2018 and commenced Basic Police Academy in
Syracuse on July 10.
2. Ptl. Adam Troyer underwent surgery on his shoulder for an injury from a few years ago, is
still absent from work and is being reimbursed by the Workers' Compensation policy.
3. Effective July 24, Ptl. Kimberly Lawrence is on Maternity Leave until November, 2018.
NEW BUSINESS
JUNIOR POLICE ACADEMY - The Chief apprised the Board regarding the summer 2-week
program for local high school youth, as initiated by the School Resource Officer, Ptl. Robert
Reyngoudt. He further invited the Commissioners to the graduation, scheduled for Friday
August 3, 2018.
OTHER BUSINESS
A. COMMENDATION, APPRECIATION, CORRESPONDENCE REPORT -
1. Deputy Chief Paul Sandy received a thank you card from Ms. Lorraine Karpowich for his
assistance with a family matter.
2. Lt. Colonel Michael J Cerretto, NYSP, sent a letter to Chief Catalano for the support
provided during the recent Counter Terrorism Zone 6 Red Team exercise.
3. Chief Catalano sent a formal approval of employment letter to Candidate Bradley Laman.
B. COMMISSIONER COMMENTS –
There were no comments.
The next meeting is scheduled for Wednesday, August 22, 2018 at 3:15 p.m. in the Mayor's
Conference Room. With no further business to discuss, the meeting adjourned at 3:45 p.m.
