POLICE COMMISSION July 22, 2021 PRESENT: Chairman Jim Sponaugle, Commissioner Trish Hansen, Commissioner Elizabeth Starr, Chief Paul Sandy, Deputy Chief David Guerrera, and Tracey Hatfield. CALL TO ORDER The regular meeting of the Police Commission was held on July 22, 2021 in the Mayor’s Conference Room at City Hall. Chairman Sponaugle called the meeting to order at 2:06 p.m. A. MINUTES – On the motion of Comm. Hansen, second by Comm. Starr the Commission approved the minutes of the June meeting with a note being added regarding Comm. Starr being excused. B. BILLS –The Commission reviewed the June bills totaling $36,870.98 and were approved on the motion of Comm. Starr, second by Comm. Hansen. C. REPORTS –The reports as approved on the motion of Comm. Hansen, second by Comm. Starr were highlighted as follows: A request was made by Comm. Starr to re- number the reports. 1. Year-To-Date Budget – The Chief reviewed the new budget figures with the Commission. Discussed locker expense. More lockers added to new women’s locker room. 2. Vehicle Maintenance – The Commission reviewed the report; a short discussion was had regarding:  Vehicle maintenance line. This line ran out of money in 2020 and a large invoice from 2020 was paid out of 2021 funds; leaving 2021 short.  There were some minor electrical issues, brakes  Vehicles aging out due to the City’s lack of funding for new vehicles 3. Sick Time Comparison – The Commission reviewed this report. Kim Lawrence has been released to return to regular Patrol duty. 4. Overtime – Various categories of overtime hours were reviewed. OT is leveling out.  Newer Officers are starting to pick up OT  Short shift coverage is up, will continue to go up 5. Other Activities Report –  Mental health calls are up  Persons incarcerated are up, due to arrests being down during Covid  Domestic calls are up  Narcan calls are down, possibly due to everyone having access to it themselves 6. SPCA Report – The SPCA report was reviewed, busy month, 17 tickets written. 1|Page  7. Parking Tickets – Nothing notable to report. 8. Detective Bureau Cases – A variety of crimes investigated by the Detective Bureau for the month were reviewed by the Commission. 9. Officers Injury Report – Employee injury discussion; at home, not on the job. 10. Arrest Breakdowns – Nothing notable to discuss. OLD BUSINESS A. POLICE COMMISSION – Still looking for more people, don’t want this pushed off until year end. Charbell Karam from Pita Gourmet is still interested. Some names mentioned this month: McCaskill-Reeds Seeds, John Eves. Comm. Starr will see if he is interested, would like to submit a list of names to the Mayor. B. GRIEVANCES– The Union is trying to force an MOU in regards to OT for Sergeants and will not withdraw the Grievance. This matter will go to Arbitration if headway isn’t made by July 2. The memorandum was approved by the Sgts, but grievance never withdrawn. This is not a collective bargaining issue. No date has been set for the hearing. C. CAP –Centralized Arraignment. This would be outside of regular court hours, holidays, weekends, etc. Jail can only take up to 3 people at this time due to Covid regulations. These would be scheduled hearings because a Judge and a Defense Attorney must be present. CPD would like to take advantage of this and eliminate the desk position, adding an extra officer to road patrol. D. ACCREDITATION-Moving along well. E. RECRUITMENT-  1st Civil Service Prep Class was July 13. Out of the 10 people who attended, 4-5 look promising.  Another 4-5 people signed up for the July 22 class.  Last class is scheduled for July 31, test is in September  Billboards advertising open positions have been set up at 9 different locations.  Still looking for lateral transfers. NEW BUSINESS A. PERSONNEL INJURY-  Arm surgery, MJS  Lawrence approved to go back on the road 2|Page B. C.O.P.S. POSITION-  Won’t be filled until we are more adequately staffed  One officer has agreed to take over some of the functions OTHER BUSINESS A. COMMENDATION, APPRECIATION, and CORRESPONDENCE REPORT –  Email from Anthony Pericozzi from Guthrie regarding Officer Peters assisting a Guthrie staff member  Thank you card from MaryAnn Piedigrossi (recently retired School Guard) for the reception held for her retirement. B. COMMISSIONER COMMENTS – There were no comments. ADJOURNMENT With no further business to discuss, on the motion of Comm. Starr, second by Comm. Hansen the meeting was adjourned at 3:41 PM.
