POLICE COMMISSION
May 26, 2022
PRESENT: Chairman Jim Sponaugle, Commissioner Liz Starr, Commissioner Trish Hansen,
Commissioner Cheryl Michales, Commissioner Michael Whitlock, Chief Paul Sandy, Deputy
Chief David Guerrera, and Tracey Hatfield. Also present Kevin Smith from the Cortland Voice.
CALL TO ORDER
The regular meeting of the Police Commission was held on May 26, 2022 in the Mayor’s
Conference Room at City Hall. Chairman Sponaugle called the meeting to order at 8:59 a.m.
A. MINUTES –On the motion of Comm. Whitlock, second by Comm. Michales the Commission
approved the minutes of the April meeting.
B. BILLS –The Commission reviewed the April bills totaling $32,635.19 and were approved on
the motion of Comm. Michales, second by Comm. Hansen.
C. REPORTS –The April reports as approved on the motion of Comm. Hansen second by Comm.
Michales were highlighted as follows:
1. Invoice list for month – Brief discussion Mohawk Detailing.
2. Year-To-Date Budget – Brief discussion of fuel prices. Fuel prices are up significantly,
even buying from the school.
3. Training Report – Again it was brought up that several officers are still not caught up on
their training.
4. Vehicle Maintenance – Busy month for repairs. Car #17 & 19 needed transmission repair.
Car #21 had multiple issues. Several needed brakes/tires. Car #19 is coming out of service
this year. Car #17 will be the new K9 car.
5. Overtime/Sick Time Comparison –Nothing notable to discuss. No Covid time this
month.
6. Overtime Breakdown– Spring Fling brought the OT numbers up this month.
7. Other Activities Report –Brief discussion of Narcan usage.
8. SPCA Report –Nothing notable to discuss.
9. Detective Bureau Cases – Brief discussion of the impound lot robbery and narcotics
cases.
10. Officers Injury Report – Nothing to report.
11. Officers Activities Report – Nothing notable to discuss.

12. Parking Ticket Report -- Numbers are up again.
13. Bike Patrol Report –There were a few hours spent on the bikes this month.
14. Arrest Breakdown – Nothing notable to discuss.
OLD BUSINESS
A. NEW K9- Interviews were held. Officer Drake has been selected as the new K9 Officer. The
new dog has been selected. Officer Drake will be at Shallow Creek Kennels for 6 weeks of
training starting June 20. The new K9 (Kort) is fully trained; the training is for Officer Drake.
B. Training- Lt. Edwards and Officer Hines attended Mass Casualty Training. 2 Officers have
received car seat certifications. There is a car seat event coming up. Officer Olson is going to
DRE School.
C. KNAPP-RETIREMENT – Nothing new, still waiting for the State.
NEW BUSINESS
A. AUCTIONS–
• Misc equipment is being sold by Auctions International, the auction has just ended.
• Misc tires were just listed for sale
B. VEHICLES–
• Ordered in November, were supposed to be here in May. We won’t see them before
the end of June.
C. COMMUNITY ENGAGEMENT –
• Lots of activity
• K9 events are a big draw
• Coffee with a Cop events are coming up
• There are other events coming up that were scheduled by other programs/entities that
we will be attending.
D. SERGEANT INTERVIEWS–
• Three interviews are scheduled for Monday, June 20 from 9am-noon.
E. PERSONNEL ISSUE-RECAP –discussed during Executive Session.

OTHER BUSINESS
A. COMMENDATION, APPRECIATION, and CORRESPONDENCE REPORT – nothing
to discuss.
B. COMMISSIONER COMMENTS – no comments
ADJOURNMENT
At the request of Comm. Hansen, second by Comm. Starr, a request was made to go into Executive
Session at 10:29 a.m. to discuss Personnel matters with the Chief. With no further business to
discuss, the Commission came out of executive session, on the motion of Comm. Michales, second
by Comm. Hansen at 11:14 a.m. On the motion of Comm. Starr, second by Comm. Whitlock, the
meeting was adjourned at 11:15 a.m.
