POLICE COMMISSION June 30, 2022 (Re-scheduled from June 23) PRESENT: Chairman Jim Sponaugle, Commissioner Trish Hansen, Commissioner Cheryl Michales, Commissioner Michael Whitlock, Chief Paul Sandy, Deputy Chief David Guerrera, and Tracey Hatfield. Also present Kevin Smith and Tim Bennett from the Cortland Voice. Commissioner Liz Starr was excused and Corporation Counsel A.J. Meldrim arrived late. CALL TO ORDER The regular meeting of the Police Commission was held on June 30, 2022 in the Mayor’s Conference Room at City Hall. Chairman Sponaugle called the meeting to order at 9:05 a.m. A. MINUTES –On the motion of Comm. Whitlock, second by Comm. Michales the Commission approved the minutes of the May meeting. B. BILLS –The Commission reviewed the May bills totaling $44,330.08 and were approved on the motion of Comm. Michales, second by Comm. Whitlock. C. REPORTS –The May reports as approved on the motion of Comm. Hansen second by Comm. Michales were highlighted as follows: 1. Invoice list for month – Brief discussion of uniform allowances. 2. Year-To-Date Budget – Brief discussion of DFT stipend money in the budget. We may be able to move the money ($15,975) budgeted for 2022 to the vehicle repair/fuel line since the DFT stipend was removed from the contract. There was also a brief discussion of the purchase of ammo. A 2021 bill was paid in 2022 due to most of the ammo being received in 2022. 3. Training Report – Nothing to report. Officer Hines has been out of the office at training in Oswego and Firearms training. 4. Vehicle Maintenance – Several vehicles needed brakes and rotors. Costs were down this month compared to last month. Repair costs are going up due to new vehicles being cut from the budget in the last few years. 5. Overtime/Sick Time Comparison –Nothing notable to discuss. 6. Overtime Breakdown– Nothing notable to discuss. Red Team OT costs are reimbursable through Homeland Security. 7. Other Activities Report –Nothing notable to discuss. 8. SPCA Report –High call volume. 9.Detective Bureau Cases – Busy month. Several pistol permits. Brief discussion of pistol permits and new laws. 1|Page  10. Officers Injury Report – Nothing to report. 11. Officers Activities Report – DWI’s back up, DWI patrols are back on when staffing allows. 3-11 shift very busy; 100+ calls per officer for the month. Day shift calls also very busy; 60-70 calls per month per officer. 12. Parking Ticket Report -- Numbers are going back up. 13. Bike Patrol Report –A few hours were spent on the bikes this month. 14. Arrest Breakdown – Numbers are going back up. TC3 arrests are way down compared to previous years. This could be because enrollment is also down. OLD BUSINESS A. NEW K9- Officer Drake Kort are in their second week of training at Shallow Creek Kennels. Kennel to be installed at Officer Drake’s house soon. There are many K9 donations coming in. B. Training- We are slowing down on training due to staffing. C. KNAPP-RETIREMENT – Nothing new, still waiting for the State. D. CONTRACT UPDATE – Contract has been signed. Salaries are now competitive with surrounding areas. This should help with retention. Comp time is now earned instead of given at the beginning of the year. DFT Stipend eliminated. Some language has been changed. This is a 4 year contract, ending at the end of 2025. E. AUCTIONS –The online “old” equipment auction has ended. We raised around $2400 which was put into our fuel line to help cover the increasing cost of fuel. Misc spare tires were also sold for around $1400; this will go to the fuel line or the vehicle repair line. F. VEHICLES –Still waiting for the 3 new vehicles that were ordered. They could show up any time. Bush Elec has already ordered the equipment for them. There was also a brief discussion of electric cars. NEW BUSINESS A. NEW OFFICERS IN FTO– • Officers Hatfield, Zacek and Perkins are out of the Academy and in Field Training. • Officer Sciarrino is now off Field Training and on his own. B. REINSTATEMENT OF OFFICER– • Officer Laman came back after leaving in April for the State Police. 2|Page C. BIKE SALE-JUNE 25 – We sold around 30 bikes but still have more to sell. We made $805, including 2 donations totaling $70. Half of the money will go to the deer fund and the other half will go to the Youth Bureau. The Youth Bureau is planning an afternoon of ice cream in the park for the kids. D. SERGEANT INTERVIEWS-JULY 25– Scheduled in the Mayor’s Conference Room for 1:00, 2:00 and 3:00. E. PERSONNEL ISSUE-UPDATE – Discussed during Executive Session. OTHER BUSINESS A. COMMENDATION, APPRECIATION, and CORRESPONDENCE REPORT – nothing to discuss. B. COMMISSIONER COMMENTS – no comments ADJOURNMENT At the request of Comm. Hansen, second by Comm. Michales, a request was made to go into Executive Session to discuss Personnel matters with the Chief and Corporation Counsel. With no further business to discuss, the Commission came out of executive session, on the motion of Comm. Michales, second by Comm. Hansen at 11:18 a.m. On the motion of Comm.
