POLICE COMMISSION July 28, 2022 PRESENT: Chairman Jim Sponaugle, Commissioner Liz Starr, Commissioner Trish Hansen, Commissioner Cheryl Michales, Commissioner Michael Whitlock, Chief Paul Sandy and Tracey Hatfield. Also present Kevin Smith from the Cortland Voice. CALL TO ORDER The regular meeting of the Police Commission was held on July 28, 2022 in the Mayor’s Conference Room at City Hall. Chairman Sponaugle called the meeting to order at 9:02 a.m. Comm. Sponaugle commented on the Sgt. interviews. A. MINUTES –On the motion of Comm. Whitlock, second by Comm. Michales the Commission approved the minutes of the June meeting. B. BILLS –The Commission reviewed the June bills totaling $26,523.44 and were approved on the motion of Comm. Michales, second by Comm. Starr. C. REPORTS –The June reports as approved on the motion of Comm. Whitlock second by Comm. Hansen were highlighted as follows: 1. Invoice list for month – Brief discussion of fuel line; may need to transfer funds to this budget line. Police Commission food listed on the invoice list was reimbursed by the Chief for $18. Brief discussion on mass casualty training. 2. Year-To-Date Budget – OT not bad considering personnel shortages. Vacancies will be filled by the end of August; 3 new officers will be coming out of FTO. Jail food is down. Comp time will be going down because of the new briefing time to be earned instead of everyone receiving 88 hours at the beginning of the year. OIC pay will be going down when the new Sgt. starts in September. The Deadly Force Training stipend was removed from the contract; we may see if we can transfer the funds allotted for 2022 to the fuel line. The hazmat funds will be used soon for gas masks. 3. Training Report – Nothing to report. Up-to-date at this time. 4. Vehicle Maintenance – Several repairs this month: muffler-car 2, brakes/AC seal-car 15, ignition coil/heater hose-car 17, tires/brakes-car 21. Our new vehicles are here. New car prices are up about 13% while used cars are up 30-40%. 5. Overtime/Sick Time Comparison –Younger officers still picking up most of the OT. 6. Overtime Breakdown– Community Engagement OT events in June were the Kidsville Event and the Touch-A-Truck Event. Upcoming Events-Cortaca (out of town this year), Pumpkinfest, Arts off Main. 1|Page  7. Other Activities Report –Persons incarcerated down due to bail reform. Domestics are down. Brief discussion of Narcan calls. 8. SPCA Report –Brief discussion of the “Failure to Provide Food & Drink to an Impounded Animal” charges in the report. Brief discussion of woodchuck calls in the City and the leash law vs. electronic training collars. These devices are NOT considered leashes and cannot be used in place of a leash in the City. 9. Detective Bureau Cases – Many burglaries recently. Drug investigations are up. Homeless discussion; the City is working with other agencies to try and get services for the homeless in our City. 10. Officers Injury Report – An officer was struck in the face by a suspect; the officer missed several days of work due to the doctor’s request. 11. Officers Activities Report – Non-crime activities were 1,320 for the month of June. 12. Parking Ticket Report – Because of the construction on and around Main Street, we are having the PEO limit the tickets he is writing. 13. Bike Patrol Report –18 hours were spent on the bikes this month. 14. Arrest Breakdown – Numbers are going back up. TC3 arrests are way down since they stopped using College Suites for housing out of town students. OLD BUSINESS A. NEW K9- Training is complete. The new kennel is being installed at the K9 Officer’s house. Kort will be introduced at the Common Council meeting on Tuesday. B. KNAPP-RETIREMENT – Still waiting. C. VEHICLES – New vehicles are here and have been sent to Bush Electronics to be equipped. We have 3 more vehicles reserved for next year. One older car with a new motor will be the new K9 car. D. BIKE SALE-JUNE 25– Nothing notable to discuss. E. REINSTATEMENT OF OFFICER – We had an officer leave in April who returned in Mid- June. NEW BUSINESS A. POTENTIAL REINSTATEMENT OF 2ND OFFICER • A 2nd Officer who left last October has expressed an interest in returning to CPD. We are still working out the details. 2|Page B. HOMELESS • Noting to add from previous discussion. C. POTENTIAL PART-TIME DESK (DAYS) • In discussions; can assist the Chief’s secretary, Records. Can also help with warrants and possibly supervise prisoners. D. FUTURE COMMUNITY ENGAGEMENT • In June, we joined with the Youth Bureau to hand out ice cream in the park with some of the proceeds from the Bike Sale. We plan to do this again later in the Summer. • We have many events coming up including: Coffee with a Cop, National Night Out, Stone Soup, Veterans Day Breakfast, Shop With a Cop and an LGBTQ event the last weekend in July. E. PERSONNEL ISSUE-UPDATE – Discussed during Executive Session. OTHER BUSINESS A. COMMENDATION, APPRECIATION, and CORRESPONDENCE REPORT – nothing to discuss. B. COMMISSIONER COMMENTS – Possibility of meeting time change tabled for now. Comm. Starr will not be present for the August meeting. ADJOURNMENT At the request of Comm. Sponaugle, a motion was made by Comm. Michales, second by Comm. Hansen, to go into Executive Session to discuss Personnel matters With no further business to discuss, the Commission came out of executive session on the motion of Comm. Hansen, second by Comm.
