POLICE COMMISSION December 22, 2022 PRESENT: Chairman Jim Sponaugle, Commissioner Trish Hansen, Commissioner Cheryl Michales, Commissioner Liz Starr, Commissioner Michael Whitlock, Chief Paul Sandy, Deputy Chief David Guerrera and Tracey Hatfield. Also present Kevin Smith from the Cortland Voice. CALL TO ORDER The regular meeting of the Police Commission was held on December 22, 2022 in the Main Conference Room at the Chamber of Commerce. Chairman Sponaugle called the meeting to order at 9:05 a.m. A. MINUTES –On the motion of Comm. Whitlock, second by Comm. Michales the Commission approved the minutes of the November meeting. B. BILLS –The Commission reviewed the November bills totaling $25,060.20 and were approved on the motion of Comm. Michales, second by Comm. Whitlock. C. REPORTS –The November reports as approved on the motion of Comm. Hansen second by Comm. Whitlock were highlighted as follows: 1. Invoice list for month – Nothing notable to discuss. 2. Year-To-Date Budget – Brief discussion of prisoner food costs, overtime and salaries. 3. Training Report –High volume of training completed this year. Although it seems not everyone has completed their blood borne pathogen training that should have been completed in January. 4. Vehicle Maintenance – Nothing major this month. Mostly tires and brakes. 5. Overtime/Sick Time Comparison –Sick time is up. 6. Overtime Breakdown– Nothing notable to discuss. 7. Other Activities Report –Mental health calls continue to increase. 8. SPCA Report –The City had a meeting with the new director regarding the 2023 proposal. We are exploring other options for 2023. 9. Detective Bureau Cases –Fairly busy month. Several pistol permit investigations. 10. Officers Injury Report – Nothing to report this month. 11. Officers Activities Report – Evening shift (3-11) and day shifts remain busy. Midnight shift (11-7) much quieter. 1|Page  12. Parking Ticket Report – Numbers are still going up. Electronic ticketing system in progress. 13. Bike Patrol Report –Due to warmer than normal temps in November, 8 hours were logged on the bike this month. 14. Arrest Breakdown –Nothing notable to discuss. OLD BUSINESS A. FTO/PHASE II-Delperuto/Benjamin– These 2 new officers are now out on their own. We still have one new officer in Field Training now, also doing very well. This officer should be on his own in February. B. IMPROVEMENT TO LOCKER ROOMS • Still waiting on the lockers • DPW is interested in the old lockers C. NEW MARKED UNITS • One in service • Hopefully getting 2 more back by Friday to have decals applied • Still looking for a new TRU van • 14B has been sold D. NO SHAVE NOVEMBER • $4,000 goal; $12,000 raised • $6,000 donated to Paige’s Butterfly Run and $6,000 donated to Griffin’s Guardians • After the officers met their goal for November, Chief allowed them to keep their beards in December E. BWC GRANT – BALLISTIC VEST GRANT • We will be getting this grant • We were turned down for the body camera grant F. COFFEE WITH A COP 12/2 • Very successful • Officers were able to interact with other residents in the building NEW BUSINESS A. COCOA WITH A COP 12/18 • New this year, held at the Waterworks with Santa and K9 Kort in attendance • Huge turnout, over 200 kids attended 2|Page B. 2023 BUDGET • Approved by Council • Encumbrances will be automatic now, we won’t need to ask for them C. NEW HIRES • One new recruit started December 8; we had to wait for him to turn 20 before he could start • We are doing another background check, hope everything clears so he can begin working on December 30, when he also turns 20 • If all works out, both will start at the Syracuse Academy on January 2 D. PERSONNEL ISSUE UPDATE • Discussed during Executive Session • Three Commissioners will be sworn in again in January OTHER BUSINESS A. COMMENDATION, APPRECIATION, and CORRESPONDENCE REPORT – nothing to discuss. B. COMMISSIONER COMMENTS – nothing to discuss. ADJOURNMENT At the request of Comm. Hansen, a motion was made by Comm. Michales to go into Executive Session at 10:15 a.m. to discuss Personnel matters. With no further business to discuss, the Commission came out of Executive Session on the motion of Comm. Michales, second by Comm. Hansen at 10:53 a.m. The meeting was adjourned at 10:57 a.m. on the motion of Comm. Starr, second by Comm. Whitlock.
