POLICE COMMISSION MINUTES-APPROVED JANUARY 26, 2023 PRESENT: Chairman Jim Sponaugle, Commissioner Trish Hansen, Commissioner Michael Whitlock, Chief Paul Sandy, Deputy Chief David Guerrera and Tracey Hatfield. Also present Mayor Scott Steve. Commissioner Liz Starr and Commissioner Cheryl Michales were excused. CALL TO ORDER The regular meeting of the Police Commission was held on January 26, 2023 in the Main Conference Room at the Chamber of Commerce. Chairman Sponaugle called the meeting to order at 9:00 a.m. SWEARING IN At 9:05 a.m., prior to the start of the meeting, the following Commissioners were sworn in by Mayor Scott Steve: Chairman James Sponaugle, Commissioner Patricia Hansen and Commissioner Michael Whitlock. A. MINUTES –On the motion of Comm. Whitlock, second by Comm. Michales the Commission approved the minutes of the December meeting. B. BILLS –The Commission reviewed the December bills totaling $40,750.83 and were approved on the motion of Comm. Whitlock, second by Comm. Hansen. C. REPORTS –The December reports as approved on the motion of Comm. Hansen second by Comm. Whitlock were highlighted as follows: 1. Invoice list for month – Brief discussion of clothing allowance. 2. Year-To-Date Budget – Brief discussion of overages/shortages in some budget lines. 3. Training Report –Nothing to report this month. 4. Vehicle Maintenance – Some larger repairs this month. 5. Overtime/Sick Time Comparison –Brief discussion of sick time used. 6. Overtime Breakdown– Nothing notable to discuss. 7. Other Activities Report –Nothing surprising. Domestics/mental health calls continue to increase. Brief discussion of bars and house parties. 8. SPCA Report –Nothing notable to discussion. This will be the last SPCA report as our contract has expired. We are working on an internal report that will cover the animal calls the CPD is now handling. 1|Page  9. Detective Bureau Cases –Brief discussion of a Grand Larceny case and the narcotics cases. 10. Officers Injury Report – One officer had a knee injury. The officer was out of work for approximately 2 weeks due to the injury. 11. Officers Activities Report – DWI’s are up. 12. Parking Ticket Report – Numbers are still going up. 13. Bike Patrol Report –Nothing to report. 14. Arrest Breakdown –Arrests are up. OLD BUSINESS A. COCOA WITH A COP 12/18– This is the first year the CPD held this event. It was scheduled while Santa was at the Waterworks. The event went very well. We anticipated 40 kids participating and over 200 actually participated. B. IMPROVEMENT TO LOCKER ROOMS  Lockers coming next week  Wall are being repaired and painted C. NEW MARKED UNITS  All three on the road  Two new LPR’s being installed soon  Three more vehicles ordered to be received sometime in March D. 2023 BUDGET  Waiting to see if unspent 2022 funds roll over to 2023 correctly  Payroll lines for 2023 are more accurate and in-line with what is needed for the year, these figures include the new raises E. NEW HIRES  We currently have 2 cadets in the Syracuse Academy  We are conducting interviews now, hoping to hire 4 more in anticipation of retirements in 2023 NEW BUSINESS A. DCJS ACCREDITATION ASSESSMENT  This is a new requirement for all Accredited Agencies  All required documents were sent  Received confirmation that everything we sent has been accepted 2|Page B. SPCA  Our contract expired at the end of 2022  Because of the significant increase in the cost, the contract was not renewed for 2023  We have a new agreement with Country Acres Pet Services for sheltering stray dogs and an agreement with Midstate Veterinary Services if emergency vet care is needed C. 2023 GOALS  We are a little behind on goals for 2023  Received some input from Patrols  We are still looking researching funding/costs for body cams  We are trying to improve our facilities in 2023 with upgrades to the locker rooms  We are still searching for a new TRU van D. SALE OF VEHICLES  We sold several impounded vehicles and motorcycles over the last few weeks  We plan to sell six more police vehicles to offset the cost of the new vehicles being purchased E. REVISED LOCAL LAW RE: POLICE COMMISSION APPOINTMENTS  We will have new staggered appointments expiring every year at the end of the year  The Chairman must be re-elected Annually F. PERSONNEL ISSUE UPDATE  Discussed during Executive Session OTHER BUSINESS A. COMMENDATION, APPRECIATION, and CORRESPONDENCE REPORT – nothing to discuss. B. COMMISSIONER COMMENTS – nothing to discuss. ADJOURNMENT At the request of Comm. Sponaugle, a motion was made by Comm. Hansen, second by Comm. Whitlock to go into Executive Session at 11:08 a.m. to discuss Personnel matters. With no further business to discuss, the Commission came out of Executive Session on the motion of Comm. Hansen, second by Comm. Whitlock at 12:34 p.m. The meeting was adjourned at 12:37 p.m. on the motion of Comm. Hansen, second by Comm. Whitlock.
