POLICE COMMISSION MINUTES October 26, 2023 PRESENT: Chairman Jim Sponaugle, Commissioner Trish Hansen, Commissioner Michael Whitlock, Commissioner Liz Starr, Chief Paul Sandy, Deputy Chief David Guerrera and Tracey Hatfield. Commissioner Cheryl Michales was excused. Corporation Counsel arrived late to be present for Executive Session. CALL TO ORDER The regular meeting of the Police Commission was held on Thursday, October 26, 2023 in the Main Conference Room at the Chamber of Commerce. Chairman Sponaugle called the meeting to order at 9:02 a.m. A. MINUTES – On the motion of Comm. Whitlock, second by Comm. Hansen the Commission approved the minutes of the August meeting. B. BILLS –The Commission reviewed the September bills totaling $47,812.35 and were approved on the motion of Comm. Hansen, second by Comm. Whitlock. C. REPORTS –The September reports as approved on the motion of Comm. Starr second by Comm. Hansen were highlighted as follows: 1. Invoice list for month – Nothing notable to discuss 2. Year-To-Date Budget – Brief discussion of overages in a couple of budget lines. 3. Training Report –Looking better. Detective Bureau attended Evidence Tech Training, Both K9’s went to Oriskany for training. Det. Riley and Officer Maniaci recently attended drone training and two female officers attended the Women in Law Enforcement Conference. 4. Vehicle Maintenance – Minor maintenance this month. Five cars needed tires. Body damage Car 19B. Wiring harness and a radiator leak on a couple other vehicles. 5. Overtime/Sick Time Comparison –Sick time is up a little. 6. Overtime Breakdown– Down significantly from last year. Short shift way down. 7. Other Activities Report –Brief discussion of ABC checks. 1|Page  8. Animal Report –The new shelter is in place at the Armory, waiting for heat and electric to be installed. 9. Detective Bureau Cases –Fairly quiet. Rape cases up. 10. Officers Injury Report – Nothing to report. 11. Officers Activities Report – Busy month. Night activity numbers are rising. Shift bid for 2024 coming up in November. 12. Parking Ticket Report – Up substantially. May increase PEO hours. 13. Bike Patrol Report –40 hours logged on the bikes this month. 14. Arrest Breakdown –Arrests down again this month. DWI funds running low. Scheduled DWI shifts will decrease for the remainder of the year. OLD BUSINESS A. BODY CAM GRANT  We don’t currently have the money in our budget to match the grant funds  Looking at a couple different vendors to compare prices B. DIGITAL PARKING UPDATE  We had some set up errors, some of Passport’s higher up fixed some of the bugs this week  The online appeals process has been set up  Step 1 in the Appeals process goes to the PD for review before going on to Step 2, Mayor and Law Dept. C. LOCKERS  Lockers are all in, we added a couple extra  We’re looking at new flooring for the bathroom  Walls have all been painted D. VEHICLE AUCTION/SALE  Have titles for three, will keep one of the vehicles for the narcotics vehicle. Others will go on Auctions International  The vehicles left will be sold for scrap, we already have a buyer for around $5,500 2|Page E. BUDGET 2024  We are looking to buy one new marked vehicle for 2024  We will lease two new unmarked vehicles  Overall, the 2024 budget looks good NEW BUSINESS A. CANDIDATE INTERVIEWS  We have been interviewing the candidate that passed the PT Exam  We have a couple more interviews next week  Four background investigations have been started  One candidate left out of the four background investigations that were started  May have a lateral transfer later on B. SERGEANT INTERVIEWS-5TH SGT.  Scheduled for November 14th  Four interviews scheduled C. LE TECH GRANT  DCJS Grant  We requested funds for: Body cams, new computers and cameras for patrol vehicles, portable radios  Out Wish List came up to $500,000+. We will take what we can get D. NO SHAVE NOVEMBER  Begins October 14  PBA must raise minimum of $6,000  Every Officer participating must pay $50  Female officers are doing their nails again  If the goal is met, they can keep their beards through December  Chief will let them keep the beards through January/February if the also do the St. Baldrick’s fundraiser  All proceeds go to childhood cancer research E. VETERAN’S BREAKFAST  In the planning stages F. K-9 DONATION  Pumpkin Palooza at Andersen’s raised $850  Elks Club is donating $1,500 3|Page G. HOLIDAY MEETING SCHEDULE  November 20, 9 a.m.  December 21, 9 a.m. H. PERSONNEL ISSUE UPDATE  No notes OTHER BUSINESS A. COMMENDATION, APPRECIATION, and CORRESPONDENCE REPORT – Nothing to add. B. COMMISSIONER COMMENTS – Nothing to add. ADJOURNMENT At the request of Comm. Sponaugle a motion was made by Comm. Hansen, second by Comm. Whitlock to go into Executive Session at 10:23 a.m. to discuss Personnel matters. DC was excused. With no further business to discuss, the Commission came out of Executive Session on the motion of Comm. Hansen, second by Comm.
