POLICE COMMISSION MINUTES November 20, 2023 PRESENT: Chairman Jim Sponaugle, Commissioner Trish Hansen, Commissioner Michael Whitlock, Commissioner Cheryl Michales , Chief Paul Sandy, Deputy Chief David Guerrera and Tracey Hatfield. Commissioner Liz Starr was excused. Corporation Counsel arrived late to be present for Executive Session. CALL TO ORDER The regular meeting of the Police Commission was held on Monday, November 20, 2023 in the Main Conference Room at the Chamber of Commerce. Chairman Sponaugle called the meeting to order at 9:03 a.m. A. MINUTES – On the motion of Comm. Whitlock, second by Comm. Hansen the Commission approved the minutes of the October meeting. B. BILLS –The Commission reviewed the October bills totaling $101,986.78 and were approved on the motion of Comm. Michales second by Comm. Hansen. C. REPORTS –The October reports as approved on the motion of Comm. Michales second by Comm. Hansen were highlighted as follows: 1. Invoice list for month – Nothing notable to discuss 2. Year-To-Date Budget – Tracey and Chief worked on end of year projections. Personnel lines are heavy due to vacancies. May need to shift some of those funds to other lines to cover the shortages. 3. Training Report –Report is looking better; more up-to-date. 4. Vehicle Maintenance – Not too bad this month. Car 21 needed some body work and a temperature gauge. Car 25 had a coolant leak. Car 26 needed front/rear brakes. November 1 we transitioned completely to Royal for all vehicle maintenance. Byron’s is closed many days when we need them and they are trying to sell the business. 5. Overtime/Sick Time Comparison –Sick time is up a little. 6. Overtime Breakdown– Down significantly from last year. Not many forces this year. We had some warming center OT this month. Downtown detail is down. Brief discussion of Cortaca OT. 1|Page 7. Other Activities Report –Domestics/mental health calls still down overall. Narcan calls remain fairly consistent. 8. Animal Report –Complaints remain consistent. 9. Detective Bureau Cases –Lots of pending cases this month. 10. Officers Injury Report – Had one shoulder injury during an arrest. Still waiting for the outcome. 11. Officers Activities Report – Nothing notable to discuss. 12. Parking Ticket Report – Highest numbers are from the night shift. Parking in a restricted zone number are extremely high. 13. Bike Patrol Report –40 hours logged on the bikes again this month. 14. Arrest Breakdown –Arrests down slightly for the year. OLD BUSINESS A. CANDIDATE INTERVIEWS  We have started interviewing people who passed the PT exam  After making conditional offers, a couple of people have backed out  We still have two good candidates  More interviews this week B. SERGEANT INTERVIEWS  Officer Olson was selected as the newest Road Patrol Sgt. He is excited to begin  We are still pushing for a sixth Sgt. C. DIGITAL PARKING UPDATE  Still working out some bugs  Permits were oversold  The Fire Department borrowed one of the handheld units for Cortaca and loved it. They are planning to purchase one for themselves. D. VEHICLE AUCTION/SALE  Sold vehicles out of impound lot for $9900  Sold some of the vehicles for scrap for $4875  Still have a couple PD vehicles to sell. Waiting to see if we need them for Academy vehicles 2|Page E. LE TECH GRANT  Our wish list is for $100,000+  This grant is geared toward smaller agencies F. VETERAN’S BREAKFAST  Well attended  A former officer was nominated and won Veteran of the Year  CPD paid for food from the C.O.P.S fund G. K-9 DONATION  Officer Perkins and K-9 Max met with the Elks Lodge; they donated $1,500 to our K-9 program  They also met with the Breakfast Rotary; they had already donated $4,000 to the K-9 program  We have requested help from Sean’s K-9’s to assist us with the purchase of a new, larger bite suit H. BUDGET 2024  We think we are in good shape for 2024  We will lease two new unmarked vehicles, and purchase one marked vehicle NEW BUSINESS A. BODY WORN CAMERA-AXON SCHEDULE  Still waiting on quotes  Still trying to get details of City’s match portion B. COPS GRANT  Federal Grant  Received $125,000 grant but don’t know yet how we are supposed to spend it C. NEW POLICE VEHICLE  New leases  Will keep one impound vehicle for an unmarked PD vehicle  Two of our marked vehicles are still at Bush’s to be outfitted D. CORTACA  Quiet this year 3|Page E. PERSONNEL ISSUE UPDATE  Executive Session OTHER BUSINESS A. COMMENDATION, APPRECIATION, and CORRESPONDENCE REPORT – Nothing to add. B. COMMISSIONER COMMENTS – Nothing to add. ADJOURNMENT A motion was made by Comm. Hansen, second by Comm. Michales to go into Executive Session at 10:07 a.m. to discuss Personnel matters. DC was excused. With no further business to discuss, the Commission came out of Executive Session on the motion of Comm. Whitlock, second by Comm.
