POLICE COMMISSION MINUTES December 21, 2023 PRESENT: Chairman Jim Sponaugle, Commissioner Trish Hansen, Commissioner Michael Whitlock, Commissioner Liz Starr, Chief Paul Sandy, Deputy Chief David Guerrera and Tracey Hatfield. Commissioner Cheryl Michales was excused. Kevin Smith from the Cortland Voice was also present. CALL TO ORDER The regular meeting of the Police Commission was held on Thursday, December 21, 2023 in the Main Conference Room at the Chamber of Commerce. Chairman Sponaugle called the meeting to order at 9:04 a.m. A. MINUTES – On the motion of Comm. Whitlock, second by Comm. Hansen the Commission approved the minutes of the November meeting. B. BILLS –The Commission reviewed the November bills totaling $30,817.84 and were approved on the motion of Comm. Hansen second by Comm. Whitlock. C. REPORTS –The November reports as approved on the motion of Comm. Hansen second by Comm. Starr were highlighted as follows: 1. Invoice list for month – Brief discussion of the officer’s clothing allowance. 2. Year-To-Date Budget – Brief discussion of shortages/overages; end of year balances. 3. Training Report –No updates this month. 4. Vehicle Maintenance – This is the first month that all repairs were done at Royal vs. using Byron’s and Royal. Car #3 is a former impound vehicle being used for undercover work. It needed brakes and some minor repairs before we could put it on the road and begin using it. Minor maintenance this month, LOF, tires. 5. Overtime/Sick Time Comparison –Sick time down slightly. Young people still picking up the overtime shifts which is good for them and good for the budget. 6. Overtime Breakdown– Short shift way down. Warming Center OT was reimbursed. OT for the K9 Officers was for presentations at the Elks, Rotary and Pumpkinfest. 7. Other Activities Report –Numbers still going down. 1|Page  8. Animal Report –Numbers still down. Huge cost savings over what we were previously paying, even with the purchase of the new kennel. A dog control officer has been budgeted for 2024. 9. Detective Bureau Cases –Light month other than employee background investigations. 10. Officers Injury Report – Nothing to report for November. 11. Officers Activities Report – Shift bids complete for 2024, not a lot of changes. 12. Parking Ticket Report – Brief discussion of the number of parking tickets written per month. 13. Bike Patrol Report –8 hours logged this month. 14. Arrest Breakdown –Felonies are down. OLD BUSINESS A. CANDIDATE INTERVIEWS  Interviewed many candidates and began background investigations on some  Many of the candidates didn’t pass the background investigations  We have six openings, four will be filled now  Possible lateral transfer later in the year B. BODY WORN CAMERA-AXON SCHEDULE  We have gone through several bids  Waiting for go ahead from Mayor/Finance C. COPS GRANT  Federal grant from Department of Justice  Won and accepted $125,000  Still waiting to see how it needs to be spent D. LE TECH GRANT  Still waiting for an answer, hoping to hear in January  Items on the wish list were: in-car cameras, portable radios, more security at the PD 2|Page NEW BUSINESS A. SHOP WITH A COP  Went very well  Each shopper received a gift card for $150 to spend  We were able to take 50 kids. We added a few from the CAC that weren’t received with original submissions. B. NO SHAVE NOVEMBER  Participating officers were allowed to keep their beards for December, as long as they received/made the required donation  The original goal of $6,000 was exceeded  A Total of $12,000 was raised  Donations will be split between Griffin’s Guardians and Paige’s Butterflies C. ST. BALDRICK’S  Anyone participating can keep beards and raise more money for St. Baldrick’s  Participants will be shaved at the annual St. Baldrick’s event in March D. SHIFT BIDS  Day shift down two, we moved someone from the Midnight shift E. SEAN’S K9’S  We reached out to request funds to help pay for a new bite suit for Officer Perkins  They agreed to pay the full cost of the bite suit ($1700) F. PERSONNEL ISSUE UPDATE  Executive Session OTHER BUSINESS A. COMMENDATION, APPRECIATION, and CORRESPONDENCE REPORT – Nothing to add. B. COMMISSIONER COMMENTS – Nothing to add. 3|Page ADJOURNMENT At the request of Chairman Sponaugle, a motion was made by Comm. Hansen, second by Comm. Whitlock to go into Executive Session at 10 a.m. to discuss Personnel matters. DC was excused. With no further business to discuss, the Commission came out of Executive Session on the motion of Comm. Whitlock, second by Comm. Hansen at 10:59 a.m. The meeting was adjourned at 11:00 a.m. on the motion of Comm. Starr, second by Comm. Hansen.
