POLICE COMMISSION MINUTES
February 22, 2024
PRESENT: Chairman Jim Sponaugle, Commissioner Michael Whitlock, Commissioner
Cheryl Michales, Chief Paul Sandy, Deputy Chief David Guerrera and Tracey Hatfield.
Commissioner Liz Starr and Commissioner Trish Hansen were excused.
CALL TO ORDER
The regular meeting of the Police Commission was held on Thursday, February 22, 2024 in the
Conference Room at the Youth Bureau. Chairman Sponaugle called the meeting to order at 9:00
a.m.
A. MINUTES – On the motion of Comm. Whitlock, second by Comm. Michales the Commission
approved the minutes of the January meeting.
B. BILLS –The Commission reviewed the January bills totaling $15,247.73 and were approved
on the motion of Comm. Michales second by Comm. Whitlock.
C. REPORTS –The January reports as approved on the motion of Comm. Whitlock second by
Comm. Michales were highlighted as follows:
1. Invoice list for month – Brief discussion of clothing allowances.
2. Year-To-Date Budget – Brief discussion of clothing, overtime and misc. vehicles lines.
3. Training Report –2023 is up-to-date.
4. Vehicle Maintenance – Tires, brakes, oil changes, tire pressure sensors, couple door
panels.
5. Overtime/Sick Time Comparison –Sick time way down.
6. Overtime Breakdown– Overtime down.
7. Other Activities Report –Brief discussion of overdoses.
8. Animal Report –Looks good for January. New kennel at Armory being inspected
February 22 by Ag & Markets.
9. Detective Bureau Cases –Brief discussion of fraud cases.

10. Officers Injury Report – No injuries in January.
11. Officers Activities Report – Nothing notable to discuss.
12. Parking Ticket Report – Tickets way down for January due to ongoing construction.
Also, the PEO was out for 2 weeks. Brief discussion of 2-way Main Street.
13. Bike Patrol Report –Nothing to report for January.
14. Arrest Breakdown –Arrests up slightly this month.
OLD BUSINESS
A. BODY WORN CAMERA-AXON SCHEDULE
Cameras are here
Training scheduled for March
B. COPS GRANT
Approved for $125,000 to be spread over three years
We are responsible for 2/3 of the cost
We must hire a new person for this
C. LE TECH GRANT
Still waiting to see if we were awarded money from the Grant
D. NEW POLICE VEHICLES
New pickup has been ordered
Other vehicles that arrived several months ago are supposed to be up-fitted this month
New Rogues (lease) for the Detective Bureau should be arriving soon
E. AUCTION ITEMS
Will be getting the vehicles cleaned up in preparation for the auction.
NEW BUSINESS
A. EXTRA EQUIPMENT IN VEHICLES
Will be adding extra magazines to each vehicle
The mini-shields were purchased with the money donated for safety equipment; each
car will be equipped with one

All are doing well
C. TRU UPDATE
Only three TRU Patrol Officers right now
Looking for more members
D. 2024 GOALS
Still working on Dog Control Officer
2023 Update-accomplished a lot
E. UCR REPORT
Larcenies huge
Family offenses are big

A. COMMENDATION, APPRECIATION, and CORRESPONDENCE REPORT –
Nothing to add.
B. COMMISSIONER COMMENTS – Nothing to add.
ADJOURNMENT
At the request of Chief Sandy, a motion was made by Comm. Michales, second by Comm.
Whitlock to go into Executive Session at 10:16 a.m. to discuss Personnel matters. DC Guerrera
was excused.
With no further business to discuss, the Commission came out of Executive Session on the motion
of Comm. Whitlock, second by Comm. Michales at 10:45 a.m. The meeting was adjourned at
10:46 a.m. on the motion of Comm. Michales, second by Comm. Whitlock.
