POLICE COMMISSION MINUTES March 28, 2024 PRESENT: Chairman Jim Sponaugle, Commissioner Michael Whitlock, Commissioner Cheryl Michales, Commissioner Liz Starr and Commissioner Trish Hansen, Chief Paul Sandy, Deputy Chief David Guerrera and Tracey Hatfield. Mayor Steve arrived late. CALL TO ORDER The regular meeting of the Police Commission was held on Thursday, March 28, 2024 in the Main Conference Room at the Chamber of Commerce. Chairman Sponaugle called the meeting to order at 9:06 a.m. A. MINUTES – On the motion of Comm. Whitlock, second by Comm. Michales the Commission approved the minutes of the February meeting. B. BILLS –The Commission reviewed the February bills totaling $41,887.20 and were approved on the motion of Comm. Hansen second by Comm. Michales. C. REPORTS –The February reports as approved on the motion of Comm. Michales second by Comm. Hansen were highlighted as follows: 1. Invoice list for month – Brief discussion of clothing allowances and firearms for new employees. 2. Year-To-Date Budget – Brief discussion of year end 2023. Nothing notable to discuss for 2024. 3. Training Report –2024 is up to date; nothing notable to discuss. 4. Vehicle Maintenance – Not too bad this month. Car 20 body work, warranty engine repair. A lot of flat tires. 5. Overtime/Sick Time Comparison –Sick time way down. Overtime looks good. 6. Overtime Breakdown– Brief discussion of Court overtime. Short shift down. Overall OT is down. 7. Other Activities Report –Mental health calls up again. Repeat calls for same individual(s). 1|Page 8. Animal Report –Brief discussion of dangerous dogs. Civil Service just posted the job opening for the Animal Control Officer. 9. Detective Bureau Cases – Nothing notable to discuss. 10. Officers Injury Report – PEO slipped on the ice. No significant injuries, no time lost. 11. Officers Activities Report – Nothing notable to discuss. 12. Parking Ticket Report – Down slightly from last year. This is due to leniency due to road construction. 13. Bike Patrol Report –Nothing to report for February. 14. Arrest Breakdown –Arrests up slightly again this month. OLD BUSINESS A. BODY WORN CAMERA-AXON SCHEDULE  Still working on written Policy  Training in progress B. COPS GRANT  Approved for $125,000  Three year program  Received approval to implement in 2025 due to staffing issues C. LE TECH GRANT  Still waiting to see if we were awarded money from the Grant  Other local agencies are also in a waiting pattern D. RECRUIT UPDATE  Doing well  Fourth recruit started Broome Academy on March 25  One more possible new hire will come onto the current Civil Service list soon due to her age. E. AUCTION ITEMS  Only one vehicle worth registering for CPD use, most sold for scrap  Sold a lot of little items (excess equipment) for around $1,000  May have 2 unmarked vehicles to sell in the future 2|Page NEW BUSINESS A. TRU VAN  Moving ahead  Electrical just installed (lights, siren, etc.)  Benches and hand rails are coming soon B. TRU UPDATE-NEW APPLICANTS  5-6 new applicants  Current members are mostly Sergeants C. PERSONNEL ISSUE UPDATE  Executive Session OTHER BUSINESS A. COMMENDATION, APPRECIATION, and CORRESPONDENCE REPORT – Nothing to add. B. COMMISSIONER COMMENTS – Nothing to add. ADJOURNMENT At the request of Chairman Sponaugle, a motion was made by Comm. Michales, second by Comm. Hansen to go into Executive Session at 9:54 a.m. to discuss Personnel matters. DC Guerrera was excused. With no further business to discuss, the Commission came out of Executive Session on the motion of Comm. Whitlock, second by Comm.
