POLICE COMMISSION MINUTES April 25, 2024 PRESENT: Chairman Jim Sponaugle, Commissioner Michael Whitlock, Commissioner Liz Starr and Commissioner Trish Hansen, Chief Paul Sandy, Deputy Chief David Guerrera and Tracey Hatfield. Commissioner Cheryl Michales was excused. CALL TO ORDER The regular meeting of the Police Commission was held on Thursday, April 25, 2024 in the Main Conference Room at the Chamber of Commerce. Chairman Sponaugle called the meeting to order at 9:08 a.m. A. MINUTES – On the motion of Comm. Whitlock, second by Comm. Hansen the Commission approved the minutes of the March meeting. B. BILLS –The Commission reviewed the March bills totaling $32,255.82 and were approved on the motion of Comm. Whitlock second by Comm. Hansen. C. REPORTS –The March reports as approved on the motion of Comm. Starr second by Comm. Hansen were highlighted as follows: 1. Invoice list for month – Brief discussion of clothing purchases. 2. Year-To-Date Budget – Brief discussion of blanket PO’s for year. Mayor is interested in selling/donating one of our older patrol vehicles to another local municipality. 3. Training Report –Chief recently discussed training with the two Lieutenants. Lt. Cute sent out a reminder to the entire department to get their online trainings done by May 31. 4. Vehicle Maintenance – Brief discussion of mileage on multiple vehicles. Replace several worn tires this month. Car 15 needed an inspection, alignment and some oil hoses. Car 16 had an electrical issue, along with damage caused by hitting a deer. Car 27 needed a battery and some oil lines. This is the vehicle we may possibly sell/donate. The TRU van (car 22) has a lot of set up this month; benches, AC unit, electronics, new floor. 5. Overtime/Sick Time Comparison –Sick time down. Overtime looks good (for now). OT is likely to go up due to retirements, transfers, vacations, etc. 6. Overtime Breakdown–Short shift climbing. Street detail up. Overall OT is down. 1|Page  7. Other Activities Report –Calls for service are down. Mental health down; narcan calls holding steady. 8. Animal Report –Will be hiring an animal control officer; Civil Service has received 2 applications. The dog kennel has been set up at the Armory for temporary sheltering of strays, everything was approved by Ag & Markets. Country Acres is working out very well for us. 9. Detective Bureau Cases – Brief mention of Arizona case; complainant resides in the City, will be referred back to Arizona where crime occurred once more details are uncovered. Briefly discussed DTF cases and a handgun case. 10. Officers Injury Report – No injuries in March. 11. Officers Activities Report – Property checks are up. 12. Parking Ticket Report – Down from last year. Night shift has high numbers. 13. Bike Patrol Report –Nothing to report for March. 14. Arrest Breakdown –Numbers down. OLD BUSINESS A. BODY WORN CAMERA-AXON  Cameras are in use  Officers need to remember to tag their videos  We are looking into the cost of adding auto-tagging to see if it’s worth it. The price is currently around $3800 to add this feature. We are working with the vendor to see if we can get the price down at all  The Sergeants are currently reviewing untagged videos B. COPS GRANT  Need to hire a new officer  On hold until 2025 due to staffing issues C. LE TECH GRANT  Still waiting D. RECRUIT UPDATE  Doing well  One minor injury, no lost time 2|Page E. TRU VAN  Electronics all in  AC, insulation, new floor being installed before the benches  Should be complete within 2 weeks F. TRU UPDATE-NEW APPLICANTS  Currently have 5-6 applicants  We currently have more Sergeants on the team than Patrol Officers  2-4 Sergeants planning to leave the team in the near future  Need to get new members trained before senior members leave the team NEW BUSINESS A. BEAUDRY PARK K9 DEMO FOR KIDS  Cops, Kids and K9’s scheduled for 4/26 from 12-3  Kids from the Wyoming Center will be attending  All food has been donated by Pudgie’s and P&C  The Youth Bureau will be bringing games and ice cream B. COFFEE WITH A COP  Held at New York Bagel this month  Very well attended C. OFFICER LEAVING  One of our younger officers (under 3 years) is transferring to Syracuse PD D. POLICE VEHICLES  Nothing to add E. CIVIL SERVICE EXAMS  Chief put in a request with Civil Service to offer the Chief and Deputy Chief exams this year  Requested the Lieutenant and Sergeant Exams be offered next year  There is only one person on the Lt. list right now F. SAFETY EQUIPMENT  The number of magazines an officer carries has increased  Some of the cars have been equipped with Go Bags  As more bags come in, more cars will be equipped  Mini shields have arrived. All cars will be equipped with one, the TRU van will carry multiples  Officers have been trained in their use 3|Page G. PERSONNEL ISSUE UPDATE  Executive Session OTHER BUSINESS A. COMMENDATION, APPRECIATION, and CORRESPONDENCE REPORT – Nothing to add. B. COMMISSIONER COMMENTS – Comm. Whitlock praised Officer Drake and K9 Kort in their quick handling of the missing child case. ADJOURNMENT At the request of Chairman Sponaugle, a motion was made by Comm. Whitlock, second by Comm. Starr to go into Executive Session at 10:38 a.m. to discuss Personnel matters. DC Guerrera was excused. With no further business to discuss, the Commission came out of Executive Session on the motion of Comm. Whitlock, second by Comm.
