POLICE COMMISSION MINUTES May 23, 2024 PRESENT: Chairman Jim Sponaugle, Commissioner Michael Whitlock, Commissioner Cheryl Michales and Commissioner Trish Hansen, Chief Paul Sandy, and Tracey Hatfield. Commissioner Liz Starr and Deputy Chief David Guerrera were excused. CALL TO ORDER The regular meeting of the Police Commission was held on Thursday, May 23, 2024 in the Main Conference Room at the Chamber of Commerce. Chairman Sponaugle called the meeting to order at 9:01 a.m. A. MINUTES – On the motion of Comm. Whitlock, second by Comm. Hansen the Commission approved the minutes of the April meeting. B. BILLS –The Commission reviewed the April bills totaling $41,739.80 and were approved on the motion of Comm. Michales second by Comm. Hansen. C. REPORTS –The April reports as approved on the motion of Comm. Hansen second by Comm. Michales were highlighted as follows: 1. Invoice list for month – Brief discussion of vehicle maintenance and the invoice for the uninstall/reinstall of equipment in new unmarked vehicles. 2. Year-To-Date Budget – Brief discussion of payroll lines, motor equipment repair and training. 3. Training Report –Many people are still behind on training, subsequently, the training officer is also behind on updating the training log. 4. Vehicle Maintenance – Few issues this month: Car 17-vacuum pump, belts. Car 20- brakes/rotors. Car 21-alternator, 4 tires, alignment. Car 26-radiator, hoses, tires. Van 22- new flooring, AC inverter. Car 3 was an impound vehicle used for an unmarked car in the detective bureau. 5. Overtime/Sick Time Comparison –Sick time down. Overtime not too bad yet. New shift bid coming up will hopefully level out the shifts and help keep short shift overtime down. 1|Page  6. Overtime Breakdown–Short shift slowly climbing as we just lost 2 officers to retirement/transfer. Special Detail OT for April: Eclipse Detail, K9 Special Detail and Funeral detail for Delperuto/Benjamin who attended Academy with Officer Jensen. Court OT needs to change. 7. Other Activities Report –Mental health, domestic calls still down slightly. 8. Animal Report –Brief discussion regarding the dangerous dogs still being held at Country Acres. The owner of the dogs is responsible for the bill. The Dog Control Officer was approved. 9. Detective Bureau Cases – Not a ton of cases this month but the Detective Bureau was still extremely busy. Brief discussion of a fraud case and an in-custody death. Suspect was under medical care at the Hospital at the time of the death. 10. Officers Injury Report – Couple minor injuries at the Academy, no lost time. 11. Officers Activities Report – Brief discussion of time off. Property checks during night shift should be logged. 12. Parking Ticket Report – Down significantly from last year. 13. Bike Patrol Report –Eight hours logged on the bikes this month. 14. Arrest Breakdown –Numbers down. OLD BUSINESS A. BEAUDRY PARK K9 DEMO FOR KIDS  Partnered with Wyoming Center  Really good event B. COFFEE WITH A COP  Nice turnout, good event  Next one is scheduled for June 14 at Common Grounds C. LE TECH GRANT  Finally received notice that we won the full amount we requested ($576,000)  Lt. Cute got quotes for everything we want to purchase with the Grant  The total Grant was originally for $50 million total, Governor Hochul increased it to $127 million  378 agencies applied, all are getting what they asked for  Will stretch into 2025  Still waiting for our Award letter  Our first priority is in-car cameras 2|Page D. RECRUIT UPDATE  Doing well  Three are done mid-June and will be back at the PD for Field Training  They won’t count toward staffing levels until Field Training is complete E. POLICE VEHICLES  Two new unmarked vehicles are here  Slight learning curve to operating them, couple parking mishaps F. TRU UPDATE-NEW APPLICANTS  Had several applicants  Haven’t moved forward with selecting new members yet NEW BUSINESS A. AWARDS-COMMON COUNCIL  Went very well  Presented Pastor Matt with a plaque  Officer of the Year was presented  A couple more still need to be presented, Officers were unable to attend meeting B. AUCTION-SALE OF CPD EQUIPMENT  Currently have 2 vehicles to sell  One unmarked Equinox  One Tahoe C. OFFICER LEAVING  One of our younger officers (under 3 years) transferred to Syracuse PD  We also had one retirement D. BIKE SALE  Only had 18 bikes this year  $225 went to the Deer Fund  Still have a couple motorized bikes that will be auctioned E. ACCREDITATION UPDATE-JUNE 25 1 P.M.  Going well  Everyone has their assignments to be completed  We are finding there are some updates needed 3|Page F. SPCA  Interested in A La Carte services for us  Won’t put anything in writing as far as fees to be charged G. PERSONNEL ISSUE UPDATE  Executive Session OTHER BUSINESS A. COMMENDATION, APPRECIATION, and CORRESPONDENCE REPORT – Nothing to add. B. COMMISSIONER COMMENTS – Nothing to add. ADJOURNMENT At the request of Chairman Sponaugle, a motion was made by Comm. Hansen, second by Comm. Michales to go into Executive Session at 10:25 a.m. to discuss Personnel matters. With no further business to discuss, the Commission came out of Executive Session on the motion of Comm. Michales second by Comm. Hansen at 11:10 a.m. The meeting was adjourned at 11:20 a.m. on the motion of Comm. Whitlock, second by Comm. Hansen.
