POLICE COMMISSION MINUTES August 22, 2024 PRESENT: Chairman Jim Sponaugle, Commissioner Michael Whitlock, Commissioner Cheryl Michales, Commissioner Trish Hansen, Commissioner Liz Starr, Deputy Chief David Guerrera and Tracey Hatfield. Mayor Steve and Corporation Counsel arrived late to attend the Executive Session. CALL TO ORDER The regular meeting of the Police Commission was held on Thursday, August 22, 2024 in the Main Conference Room at the Chamber of Commerce. Chairman Sponaugle called the meeting to order at 9:07 a.m. A. MINUTES – On the motion of Comm. Whitlock, second by Comm. Michales the Commission approved the minutes of the July meeting. B. BILLS –The Commission reviewed the July bills totaling $34,305.63 and were approved on the motion of Comm. Michales second by Comm. Hansen. C. REPORTS –The July reports as approved on the motion of Comm. Hansen second by Comm. Michales were highlighted as follows: 1. Invoice list for month – Brief discussion of training. 2. Year-To-Date Budget – Brief discussion of budget lines that have been fully expended and the overall budget totals. 3. Training Report –Brief discussion of required training vs. expectations. Brief discussion of the training schedule and changes that may need to be made. 4. Vehicle Maintenance – Brief discussion of the high costs for car 24 and 27. These were both due to accidents and move of the cost was reimbursed by insurance. 5. Overtime/Sick Time Comparison –Sick time down this month. Brief discussion of workers comp for one Officer. 1|Page 6. Overtime Breakdown–Brief discussion of Court OT. We met with the ADA to discuss this. Street patrol is starting back up due to the SUNY students return to campus. Cortaca will be held in Cortland this year. 7. Other Activities Report –Brief discussion narcan calls. 8. Animal Report –Brief discussion of 2 confiscated dogs being held at the SPCA; they were transferred there after being housed for several months at Country Acres. 9. Detective Bureau Cases –Brief discussion of a menacing complaint (#11) and drug investigations. 10. Officers Injury Report – No injuries in July. 11. Officers Activities Report – Nothing to discuss. 12. Parking Ticket Report – Slightly up from last year. 13. Bike Patrol Report –Nothing to report for July. 14. Arrest Breakdown –Felonies are way down. Misdemeanors currently up but overall, everything is down. OLD BUSINESS A. LE TECH GRANT  We ordered accessories for the drone; speaker/spotlight, extra batteries, battery charging bank  New cameras and LPR’s have been ordered for Patrol cars. Set up is scheduled for mid- September  New Patrol car computers have been ordered  We purchased auto-tagging for the body cameras, waiting for this to be set up  We bought a drug detector. Online training will be done when the hardware arrives and the vendor will come set it up  We asked for a quote for redacting software B. RECRUIT UPDATE  Three back from Academy are doing very well in FTO. Will be starting final phase of FTO soon  Three in FTO will be attending CIT school once they are done with FTO  The fourth recruit will be back from the Academy on September 16 th and will begin FTO C. POLICE VEHICLES  Truck is in Buffalo to be up fitted. Will be done in the next few days  TRU van is finally fully equipped, it needed a new battery when it came back 2|Page D. TRU UPDATE-NEW APPLICANTS  Interviewed four candidates  All four candidates passed OT, evaluation and range exam  All four were selected for the team. First training session is complete  All will be going to outside S.W.A.T. training eventually NEW BUSINESS A. APPOINTMENT INTERVIEWS  There are four names left on the last Civil Service list for Police Officer  One person declined an interview because she wants to finish school first  Two people were interviewed; we offered a position to one candidate and declined the other. Academy is starting September 9 for the candidate we hired  The next Policer Officer Exam is scheduled for September B. PERSONNEL ISSUE UPDATE  Executive Session OTHER BUSINESS A. COMMENDATION, APPRECIATION, and CORRESPONDENCE REPORT – Nothing to add. B. COMMISSIONER COMMENTS – Commissioner Starr requested a brief update on the use of the new body cams. Everything is going well. ADJOURNMENT At the request of Deputy Chief Guerrera, a motion was made by Comm. Hansen, second by Comm. Michales to go into Executive Session at 10:05 a.m. to discuss Personnel matters. With no further business to discuss, the Commission came out of Executive Session on the motion of Comm. Michales second by Comm. Hansen at 11:07 a.m. The meeting was adjourned at 11:34 a.m. on the motion of Comm. Michales, second by Comm. Hansen.
