POLICE COMMISSION MINUTES September 26, 2024 PRESENT: Chairman Jim Sponaugle, Commissioner Michael Whitlock, Commissioner Cheryl Michales, Commissioner Trish Hansen, Commissioner Liz Starr, Deputy Chief David Guerrera and Tracey Hatfield. Director of Administration and Finance Elizabeth Greenwood joined the meeting, as well as a member of the public. CALL TO ORDER The regular meeting of the Police Commission was held on Thursday, September 26, 2024 in the Main Conference Room at the Chamber of Commerce. Chairman Sponaugle called the meeting to order at 8:59 a.m. A. MINUTES – On the motion of Comm. Whitlock, second by Comm. Michales the Commission approved the minutes of the August meeting. B. BILLS –The Commission reviewed the August bills totaling $123,413.53 and were approved on the motion of Comm. Hansen second by Comm. Whitlock. C. REPORTS –The August reports as approved on the motion of Comm. Hansen second by Comm. Michales were highlighted as follows: 1. Invoice list for month – Brief discussion of vehicle up-fit, purchase of a new vehicle. Repair cost for Car 5 MVA. 2. Year-To-Date Budget – Brief discussion of overages, budget modifications coming. Liz asked about “extra” 2024 money moving to 2025. Beth gave a brief explanation of encumbrances. 3. Training Report –Brief discussion of training updates. 4. Vehicle Maintenance – We had quite a few vehicles needing repairs this month and we had a couple of MVA’s. Car 17 needed multiple repairs. 5. Overtime/Sick Time Comparison –Sick time down significantly over last year. Covid cases are up. Overtime numbers are higher for evening shift; most officers stay and pick up Street Detail overtime on weekends. There was also a brief discussion of Cortaca, which is coming up soon. 1|Page  6. Overtime Breakdown–Overtime is down slightly from last year. Short shift OT is up due to staffing. 7. Other Activities Report –Domestics and overdose calls up. Brief discussion of cars towed; vehicles at Armory impound vs. evidence. 8. Animal Report –Brief discussion of bat calls and two dangerous dogs. Also discussed the YTD cost of Country Acres vs. SPCA. 9. Detective Bureau Cases –Brief mention of missing elderly person case. 10. Officers Injury Report – No injuries in August. 11. Officers Activities Report – Nothing to discuss. 12. Parking Ticket Report – Parking tickets up slightly. Brief discussion of Main St. parking, truck deliveries. 13. Bike Patrol Report –Nothing to report for August. 14. Arrest Breakdown –Arrests down YTD. Brief discussion of decrease in TC3 arrests. OLD BUSINESS A. LE TECH GRANT  Briefly discussed purchases  Short delay in computers  Auto-tagging now working  We purchased a microphone/speaker/spotlight and additional batteries/charging station for the drone  Brief discussion of the drug detection device, the range hood and training for the use of both B. RECRUIT UPDATE  Three that graduated from Syracuse are finishing FTO, will be on their own in the next few days  All three attended Crisis Intervention Training C. POLICE VEHICLES  Truck 21 arrived and was outfitted in Buffalo  Police stickers have been added and we recently purchased some additional equipment D. TRU UPDATE-NEW APPLICANTS  All four applicants were added to the team  Two will be going to S.W.A.T. training this year 2|Page NEW BUSINESS A. APPOINTMENT INTERVIEWS  Two additional candidates for Police Officer were interviewed  One candidate was hired and the conditional offer for the second candidate was rescinded B. PERSONNEL ISSUE UPDATE  Executive Session OTHER BUSINESS A. COMMENDATION, APPRECIATION, and CORRESPONDENCE REPORT – Nothing to add. B. COMMISSIONER COMMENTS – Nothing to discuss. ADJOURNMENT At the request of Chairman Sponaugle, a motion was made by Comm. Hansen, second by Comm. Michales to go into Executive Session at 9:44 a.m. to discuss Personnel matters. With no further business to discuss, the Commission came out of Executive Session on the motion of Comm. Michales second by Comm.
