POLICE COMMISSION MINUTES October 24, 2024 PRESENT: Chairman Jim Sponaugle, Commissioner Michael Whitlock, Commissioner Cheryl Michales, Commissioner Trish Hansen, Commissioner Liz Starr, Deputy Chief David Guerrera and Tracey Hatfield. Director of Administration and Finance Elizabeth Greenwood joined the meeting, as well as Corporation Counsel and the Mayor. CALL TO ORDER The regular meeting of the Police Commission was held on Thursday, October 24, 2024 in the Main Conference Room at the Chamber of Commerce. Chairman Sponaugle called the meeting to order at 9:04 a.m. A. MINUTES – On the motion of Comm. Whitlock, second by Comm. Hansen the Commission approved the minutes of the September meeting. B. BILLS –The Commission reviewed the September bills totaling $84,881.78 and were approved on the motion of Comm. Michales second by Comm. Hansen. C. REPORTS –The September reports as approved on the motion of Comm. Hansen second by Comm. Michales were highlighted as follows: 1. Invoice list for month – Brief discussion of $4,000+ bill from Royal Chevrolet for MVA damage. The Royal Nissan bill was also discussed and the Brinkmann invoice, which was part of the LE Tech Grant. 2. Year-To-Date Budget – Brief discussion of shortages and budget modifications. 3. Training Report –Looking much better. 4. Vehicle Maintenance – Brief discussion up fit costs for the new truck (T21). Car 2 was former Chief Sandy’s vehicle, it was turned into the DCO vehicle. At the last inspection it was determined this vehicle is no longer safe to drive due to the excess rust underneath. 5. Overtime/Sick Time Comparison –Sick time down. Brief discussion of the Covid vaccine and Covid time off. 6. Overtime Breakdown–Brief discussion of Cortaca which is coming up in November. Stop DWI OT is down along with weekend Street OT. Officers are getting burnt out, it’s always the same officers staying after their shift is over to fill the Street and DWI OT shifts. 1|Page  7. Other Activities Report –Brief discussion of the warming centers. Mental Health and Domestic calls are down for the month. 8. Animal Report –Brief discussion of two dangerous dogs. They have now been moved from the SPCA to our kennel at the Armory and are being cared for by the DCO. YTD cost of Country Acres vs. SPCA is still down significantly. 9. Detective Bureau Cases –Multiple sex abuse cases involving young kids. Busy month. 10. Officers Injury Report – No injuries in August. 11. Officers Activities Report – Brief discussion of Sgt. hours vs. OIC hours. 12. Parking Ticket Report – Parking tickets up slightly this month. We have had multiple issues with the Passport software and Passport has been unable to resolve them. We are currently looking at other Parking ticket software options. 13. Bike Patrol Report –Nothing to report for September. 14. Arrest Breakdown –Violations are down. DWI, traffic tickets down due to less DWI shifts. Felonies and misdemeanors are up. OLD BUSINESS A. LE TECH GRANT  We have been experiencing minor issues with the new Axon in-car cameras (battery issues)  Auto-tagging, redacting software works great  We are currently working on writing a policy for the new drug detection device  We are ordering a device to extract data from cell phones and computers  We are looking at new audio/video recording equipment for the interview room B. RECRUIT/FTO UPDATE  Three that graduated from Syracuse are finished FTO and are now on their own  Recruit attending Broome Academy just completed Phase II of FTO  The recruit in the Syracuse Academy is doing well C. POLICE VEHICLES  All vehicles purchased in 2024 are now on the road  Our DCO is now driving on of the vehicles typically used for the recruits in the Academy D. TRU UPDATE-SWAT TRAINING-ORISKANY  Two members of the TRU team went to SWAT training  One had to leave training due to illness 2|Page NEW BUSINESS A. CHIEF PROMOTION  Executive Session B. DONATION-K9 VEST-K9 KORT  Brady’s K-9 Fund provided a new vest for K9 Officer Kort C. HOLIDAY MEETING SCHEDULE  The November meeting has been scheduled for Thursday, November 21 at 4:30 p.m.  The December meeting has been scheduled for Thursday, December 19 at 9 a.m. D. PERSONNEL ISSUE UPDATE  Executive Session OTHER BUSINESS A. COMMENDATION, APPRECIATION, and CORRESPONDENCE REPORT – Nothing to add. B. COMMISSIONER COMMENTS – Nothing to discuss. ADJOURNMENT At the request of Chairman Sponaugle, a motion was made by Comm. Hansen, second by Comm. Michales to go into Executive Session at 9:52 a.m. to discuss Personnel matters. With no further business to discuss, the Commission came out of Executive Session on the motion of Comm. Hansen second by Comm.
