Department of Public Works Board Meeting
Tuesday October 13, 2015
Members Present:
M. Doughty, S. Pearsall, K. VanGorder, P. O’Mara, R. Teeter
Others Present:
Superintendent Chris Bistocchi, Deputy Superintendent Nic Dovi
Meeting called to order at 6:32pm by P. O’Mara.
Approval of Minutes from meeting on September 8, 2015
Motion by M. Doughty Second by R. Teeter
All in favor – Approved unanimously
Old Business:
Sidewalk grievance from 62 North Main Street. Owner Pat Perfetti presents to discuss situation/events
that surrounded incident. Stated the City DPW placed the snow on his walk illegally. S. Pearsall
commented on the need for the City to plow the streets. K. VanGorder commented on the Code Dept.
processing this correctly as far as pictures, documentation, time and contact of owner is concerned.
Motion by P. O’Mara to uphold Second by M. Doughty

New Business: Water Grievances
Comment by Deputy Superintendent Dovi to process out of order of agenda and process the grievances
that individuals were present first. Agreed on by Board.
1. 20 Yong Street
Owner present. Gave brief description of events. Water Department unknowingly
broke his sewer lateral during a water main replacement project. Commended
department for quick response and correction to the matter. Was seeking restitution
for a $351.00 Drain Brain bill.
Motion by P. O’Mara to overturn Second by R. Teeter
All in favor – Approved unanimously
2. 12 Jewett Avenue
Owner present. Gave brief description of events. Superintendent Bistocchi gave recent
history of frozen water services in that area. M. Doughty stated that the
recommendation to let your water run during the winter months are just that –
recommendations, and it is still the responsibility of the property owner for the cost
accrued by these measures.
Motion to uphold by P. O’Mara Second by R. Teeter
All in favor – Approved unanimously
3. 6 Yong Street
Owner not present. Superintendent Bistocchi gave brief description of events. Property
owner was looking for water bill to be lowered to seasonal usage and restitution for
Homer Iron Works bill for attempting to thaw out frozen service. In actuality, the frozen
water main in this area was to blame for the problems. K. VanGorder noted the
importance of consistence when ruling on these matters.
Motion to overturn by M. Doughty Second by K. VanGorder
All in favor – Approved unanimously
4. 5 Yong Street
Owner not present. Board read through supporting documents, and concluded that the
water situation on Yong Street over the winter did not contribute to the issues with the
residents internal plumbing (toilet) but did effect water usage.
Motion to overturn water bill to reflect seasonal usage only by S. Pearsall.
Second by M. Doughty
All in favor – Approved unanimously
5. 89 Bartlett Avenue
Owner not present. Board looked thought supporting documents and concluded that
the problems with plumbing were strictly internal and not the City’s issue.
Motion to uphold by P. O’Mara Second by M. doughty
All in favor – Approved unanimously
6. 7 Brown Avenue
Owner not present. Board read through supporting documents and had a brief
discussion. Board cited that internal plumbing costs were not the City’s issue.
Motion to uphold by M. doughty Second K. VanGorder
All in favor – Approved unanimously
7. 3736 Kellogg Road (Cortland Line)
Owner not present. Superintendent Bistocchi gave description of current code as it
reflects on the sprinkler system charges and practices. Owner was looking for a
reduction of the sprinkler fee from $4,000.00 annually to $800.00. The new owner cited
a billing glitch that C. Bistocchi agreed with. S. Persall had questions about ownership
and installation of the sprinkler line on the premises.
Motion to overturn by S. Pearsall Second R. Teeter
All in favor – Approved unanimously
8. Warrant Analysis by C&S Engineers
Deputy Superintendent Dovi gave an overview on the progress of the study. Three out
of four intersections have been completed. Each analysis was very detailed
approximately 40 pages of supporting documents had been provided for each.
9. Trash and Recycling Bids for 2016 to 2018
Superintendent Bistocchi gave a brief overview of Bert Adams Disposal references,
insurance requirement and bid prices.
Motion by R. Teeter to make recommendations to Common Council to accept
bid price from this company. Second by P. O’Mara
All in favor – Approved unanimously
Other Items:
R. Teeter inquired about the status of the Fire Pull Boxes. C. Bistocchi advised members that Mayor
Tobin and Corporation Counsel are currently formulating a plan for review of current systems.
