Department of Public Works Board Meeting Tuesday October 11, 2016 Members Present: M. Doughty, S. Pearsall, K. VanGorder, C. Kostuk, B. Stark Others Present: Superintendent- C. Bistocchi Deputy Superintendent- N. Dovi Meeting called to order at 6:34pm by M. Doughty Approval of minutes from the DPW Board meeting from September 13, 2016 Motion to accept: First by M. Doughty Second by S. Pearsall All in favor: Unanimously approved Old Business: 1. Discussion of reducing the speed limit to 20mph on Graham Ave. S. Pearsall strongly suggests to incorporate the entire length of Graham Ave, all present members agreed on the change and are recommending to legislate through Common Council. Motion to accept: First by S. Pearsall Second by K. VanGorder All in favor: Unanimously Approved 2. Discussion and recommendation of the time permissive parking in front of 22 Tompkins Street (YMCA). The Board ruled not to support this change, due to enforcement issues. Conversation of potential parking problems in other areas due to this change was noted. Motion to deny: First by M. Doughty Second by C. Kostuk All in favor: Unanimously approved 3. Discussion and recommendation to Common Council on restricting parking on the Dead End section of Warren Street (West of Pearl Street). Email was read from Lieutenant D. Guerrera stating vehicular hazards. S. Pearsall suggested to keep the newly recommended legislation to correspond with the current parking structure on Warren. Motion to approve restricting of the parking on the North Side of the Dead End of Warren Street, West of Pearl Street: First by S. Pearsall Second by M. Doughty All in favor: Unanimously approved 4. Discussion to recommend raising City water rates from $2.98 per unit to $3.20 per unit (note; 1 unit is 750 gallons) then an additional penny each year to keep the rate increases to a minimum in the future. This is as per the American Water Works Associations recommended rate calculator. Also, begin raising Cortlandville’s current water rates to reflect what City residents and companies are paying. 2017 City rate= $3.20/unit C'ville rate $2.33/unit 2018 City rate=$3.21/unit C'ville rate $2.77/unit 2019 City rate=$3.22/unit C'ville rate $3.22/unit 2020 City rate=$3.23/unit C'ville rate $3.23/unit 2021 City rate=$3.24/unit C'ville rate $3.24/unit Motion to accept First by S.
