Department of Public Works Board Meeting Tuesday April 11, 2017 Members Present: M. Doughty, K. VanGorder, C. Kostuk, B. Stark, P. O’Mara Others Present: Superintendent- C. Bistocchi Deputy Superintendent- N. Dovi Chief Water System Operator- Matt Wethje Meeting called to order at 6:30 pm by P. O’Mara Approval of minutes from the DPW Board meeting from January 10, 2017 Motion to accept: First by B. Stark Second by C. Kostuk All in favor: Unanimously Approved Old Business: None New Business: Water Grievances: 1. 5 Argyle Place- Property owner not present. Brief discussion of documents provided. K. VanGorder stated he did not believe there was enough information presented to uphold. M. Doughty verified that the water in question did pass through the meter and board should rule consistently with similar previous grievances. Motion to deny: First by M. Doughty Second by P. O’Mara All in favor: Unanimously Approved 2. 12 Park Street- Property owner Eric DeMunn present to speak. Mr. DeMunn and Matt Wethje spoke at length in reference to the timeline and events. Also, the water meter being removed and tested. Results of that test concluded the meters accuracy at 99.1 % accurate which is above the standard of 98% set by the American Waterworks Association. M. Doughty again reminded everyone the meter was functioning and water did pass through the meter, therefore the property owner was responsible for the charges associated with the usage as per the current rules and regulations. Motion to deny: First by M. Doughty Second by C. Kostuk All in favor: Unanimously Approved 3. 78 Tompkins Street- Property owner Mrs. Desai present to speak. Mrs. Desai stated that there was an unusually high water bill and reading due to a broken pipe that was found in the basement at 78 Tompkins which was repaired soon after. The board reminded Mrs. Desai about the current rules and regulations and since it was an internal plumbing issue she was responsible for the charges. Motion to deny First by P. O’Mara Second by M. Doughty All in favor: Unanimously Approved Trash Pickup Grievance: 4. 20 Argyle Place- Property owner not present to discuss but did provide documents outlining the situation. Brief discussion about property being sold and contact being made to the previous owner about the offense but the new owner being billed for removal. Motion to uphold grievance due to lack of documentation by City of Cortland Code Office. Motion to uphold by: First by M. Doughty Second by P. O’Mara All in favor: Unanimously Approved Extra Items for Discussion: 1. Discussion of adding two stop signs at both intersections of Colony Drive. Discussion of low traffic volumes in area. Also, Vehicle & Traffic laws outlining how vehicles turning into a T intersection must yield to oncoming traffic. The board concluded stop signs were not necessary. Motion to deny: First by M.
