Board Meeting Tuesday August 8th, 2017
Members Present:
M. Doughty, S. Pearsall, P. O’Mara, K. VanGorder
Others Present:
Deputy Superintendent- N. Dovi
Meeting called to order at 6:30 pm by P. O’Mara
No approval of minutes from the DPW Board meeting from June 13th, 2017 due to incorrect paperwork.
Board decided approval of minutes will be at the next DPW board meeting.
Motion by: First by P. O’Mara Second by S. Pearsall
All in favor: Unanimously
Old Business: None
New Business:
1. Water Grievance 25 West Main Street:
No one present to speak on the behalf of the grievance. No supporting documents submitted aside
from the grievance form, which stated the homeowner mailed the check and the Water Department
never received it. Brief discussion about the rules and regulations.
Motion to deny: First by M. Doughty Second by S. Pearsall
All in favor: Unanimously denied
2. Water Grievance 10 Squires Street:
No one present to speak on the behalf of the grievance. No supporting documents submitted
aside from the grievance form that stated something was wrong with the meter. After a brief
discussion with Chief Water Operator Matt Wethje, many board members wanted more
information before a ruling could be made.
Motion to table: First by Steve Pearsall Second by P. O’Mara
All in favor: Unanimously tabled until next board meeting
3. Water Grievance 10 Glyndon Avenue
No one present to speak on behalf of the grievance. Brief discussion regarding letter that
accompanied grievance form. In the letter, the homeowner stated he did not receive a bill for
the previous quarter and therefore never paid the bill. Homeowner was seeking credit for the
late payment penalty. Members of the board discussed the rules and regulations of the
Cortland Water Department.
Motion to deny: First by S. Pearsall Second by M. Doughty
All in Favor: Unanimously denied
4. Water Grievance 23 Park Street
No one present to speak on behalf of the grievance. Brief discussion regarding letter that
accompanied grievance form. Homeowner stated the payment was left in the City of Cortland
drop box at 25 Court Street but was never received or cashed. Board members discussed the
rules and regulations of the City of Cortland Water Department and how homeowners have a
responsibility to get payment to the proper agent.
Motion to deny: First by P. O’Mara Second by M. Doughty
All in Favor: Unanimously denied
5. Trash Removal Grievance 117-119 Tompkins Street
No one present to speak on the behalf of the grievance. No supporting documents submitted
aside from the grievance form and a picture taken of debris in the road in front of the residence
listed above. The board members felt the pickup was needed since the trash bags were in the
road and it was within the rights of the City Code Office to have the hazard removed at the
expense of the property owner.
Motion to deny: First by M. Doughty Second by P. O’Mara
All in favor: Unanimously denied
6. Restrict parking on the North side of Tomkins Street directly East of Pearl Street for
approximately 70 feet.
Brief discussion on line of sight pulling out from Pearl Street onto Tompkins Street. Also, the
shortage of parking in that area currently. K. VanGorder requested accident data for that
intersection before moving forward.

All in favor: Unanimously tabled until next board meeting
