Department of Public Works Board Meeting Tuesday September 12th, 2017 Members Present: M. Doughty, S. Pearsall, B. Stark, P. O’Mara Others Present: Superintendent- C. Bistocchi Deputy Superintendent- N. Dovi Meeting called to order at 6:32 pm by P. O’Mara Approval of minutes from the DPW Board meeting from June 13th, 2017 Motion to accept: First by P. O’Mara Second by S. Pearsall All in favor: Unanimously Approved Approval of minutes from the DPW Board meeting from August 8th, 2017 Motion to accept: First by B. Stark Second by S. Pearsall All in favor: Unanimously Approved Old Business: 1. Water Grievance for 10 Squires tabled from previous meeting: No one present to speak on behalf of the grievance. Brief discussion regarding the water meter at this residence. Which was installed backwards. This caused the resident to have bills that reflected minimum usage. After the problem was corrected, the actual usage and billing was significantly higher. Board referred to the current rules and regulations. Motion to deny: First by M. Doughty Second by P. O’Mara All in favor: Unanimously denied New Business: 1. Water Grievance 148 Elm Street: Discussion of the resident being away on vacation and was looking to have the late penalties forgiven. No one present to speak on the behalf of the grievance. The board cited the current rules and regulations and payment responsibilities of property owners. Motion to deny: First by M. Doughty Second by P. O’Mara All in favor: Unanimously denied Public Safety items: 1. Restricting parking on the North side of Tompkins Street immediately east of Pearl Street for approximately 3 parking spaces: Alderperson J. Bennet present to discuss. Discussed increased traffic patterns, possible line of sight issues and speed of vehicular traffic on Tompkins Street. Mr. Bennett outlined the troubles associated with pulling off of Pearl Street onto Tompkins Street when college is in session. The board discussed accident data and the limited parking in the area. The board decided to limit the parking for 1 space approximately 18 feet in length in the area described above to alleviate the concerns. Motion by: First by P. O’Mara Second by M. Doughty All in favor: Unanimously approved 2. Alter the parking on South side of Jewett Discussion of resident complaint that cars were parking to close to driveway causing issues when pulling in and out. Board thought that this was possibly an enforcement issue and the current parking configuration was appropriate. Motion to take no action: First by S. Pearsall Second by B. Stark All in Favor: Unanimous no policy change 3. Consideration of a stop sign on Harmon Avenue at the T intersection of Pearn Avenue Board reviewed accident data- no accidents in the last 3 years. Traffic volumes, speeds and no issues with line of sight were also discussed. Motion to deny: First by M. Doughty Second by S.
