Board Meeting Tuesday September 8, 2020 Via-Zoom

Meeting called to order at 6:36 PM PM by P. O’Mara
Old Business: None
Approval of minutes from the DPW Board meeting from March 10, 2020
Motion to accept: First by K. VanGorder Second by P. O’Mara
All in favor: Unanimously Approved
New Business:
Brief introduction of and welcome to new DPW Board members. Outline of items the DPW board
typically reviews along with the typical process and history.
City parking adjustments for review:
1. Discussion on allowing overnight parking on the Hubbard Street.
All members discussed the complexities of allowing all night parking on Hubbard Street from
Clinton Avenue to Elm Street. Topics included road width constraints, precedence, signage and
current snow removal procedures as well as options for residents in multi-unit dwellings. A
more detailed plan of desired configurations, odd/even, seasonal or only one side of the
roadway was recommended.
Motion to: Allow a pilot program on Hubbard Street
First by A. Gallatly Second by P. O’Mara
All in favor: P. O’Mara, A. Gallatly
Opposed: K. VanGorder, M. Doughty, M. Bordwell
Motion Denied 3-2
2. Discussion on restricting parking in front of 84 River Street due to problems with residents exiting
their driveways and line of sight issues.
Brief discussion regarding individuals parking in the area utilizing the Tennis Courts at Dexter Park
and the drivers testing area from the Department of Motor Vehicles on River Street. Consensus was
that a restriction of parking in the specific area was not justified although it may be an inconvenience
it does not seem to be a safety issue.
Motion to: Deny First by M. Bordwell Second by M. Doughty
All in favor: Unanimous
Traffic Control Devices:
1. Discussion of adding a children at play sign or a reduction of the speed limit on Jackson Drive.
Members noted that the opinion of the board in the past was that signage of this nature was
only appropriate at schools and parks. Similar requests have been denied in the past. Regarding
the speed reduction it was noted that the City police stepped in and remedied the situation.
